Job Description

Key Responsibilities

  • Human Resources Management & Leadership
  • Lead and manage all HR operations, including:
  • Recruitment, manpower planning, and onboarding/offboarding
  • Payroll processing and salary administration
  • Employee claims, benefits, and leave administration
  • HR records, contracts, and personnel documentation
  • Own and oversee monthly payroll processing:
  • Validate payroll inputs and changes
  • Review payroll outputs for accuracy
  • Obtain approvals and ensure timely salary payment
  • Lead employee relations matters:
  • Grievances, complaints, disciplinary actions, and performance issues
  • Ensure fair, consistent, and compliant handling
  • Manage and develop HR team members:
  • Work allocation, coaching, and performance management
  • Act as the primary liaison with HQ HR on:
  • HR policies, reporting, and governance matters
  • Finance Administration & Financial Governance
  • Lead and oversee finance administration activities, including:
  • Budget planning and cost control for HR, GA, and operational expenses
  • Review and approval of payment vouchers (PVs) and vendor invoices
  • Monitoring of actual expenses against approved budgets
  • Ensure proper financial controls and documentation:
  • Accurate cost allocation and supporting documents
  • Clear audit trails for payments and approvals
  • Coordinate with HQ Finance and external auditors on:
  • Financial audits
  • Financial reporting and compliance matters
  • Support management in financial planning by:
  • Providing cost analysis and expenditure insights
  • Highlighting financial risks and variances
  • Ensure compliance with internal financial policies and approval matrices
  • General Affairs & Office Management
  • Lead general affairs and office operations, including:
  • Office facilities, equipment, and asset management
  • Vendor sourcing, contract management, and renewals
  • Office supplies, security access, and workplace safety
  • Maintain accurate:
  • Agreement registry
  • Asset registers and inventory records
  • Plan and manage GA-related budgets and expenditures
  • Support staff engagement activities and internal events from a GA perspective
  • Governance, Compliance & Risk Management
  • Ensure compliance with:
  • Singapore employment laws and regulations
  • Internal HR, finance, and GA policies
  • Lead preparation and coordination for audits:
  • HR, payroll, benefits, finance administration, and GA records
  • Maintain proper documentation and approval records to mitigate operational and legal risks
  • Escalate high-risk issues to GM / COO with clear analysis and recommendations
  • Reporting, Stakeholder Management & HQ Coordination
  • Prepare and submit periodic reports, including:
  • HR, finance administration, and GA-related reports
  • Act as the primary coordination point between:
  • Local management and HQ HR / Finance
  • External vendors, auditors, and service providers
  • Support leadership meetings with accurate operational, people, and financial insights

Key Skills & Competencies

  • Strong people management and leadership capability
  • Solid understanding of HR operations, payroll, and employee relations
  • Sound financial and budgeting acumen
  • High level of integrity, discretion, and judgment
  • Strong documentation, governance, and audit mindset
  • Experience managing HR, finance administration, and GA functions in a multinational environment
  • Familiarity with Japanese corporate governance and approval processes
  • Effectively bilingual ability (English / Japanese)

Experience & Qualifications

  • 1015 years of relevant experience, with 5+ years in a managerial role
  • Proven experience managing:
  • HR operations and payroll
  • Finance administration and budgeting
  • General affairs and office operations
