Duties
a. Manage all important correspondence relating to operational matters
b. To manage and effect required changes as necessary within the Operation Division
c. Ensure the provision of quality and value added services in accordance to contract agreements
d. Ensure compliance with execution of duties in accordance to job descriptions and duties
e. Ensure that procedures/processes are followed when dealing with inter-Department, all sites on operational matters
f. Ensure the manpower is staffed in terms of strength and quality within Operation Division and across all sites Ensure 100% deployment at all operations sites.
g. Responsible to enforce discipline, ethics and code of conduct for all Operation Division's ground officers
h. To ensure the hiring of the officers as per specifications needed to meet contractual requirements
i. Ensure weekly supervisory checks and silent hour checks at all sites.
j. Ensure that all employees are notified in the PLRD system prior to deployment to site.
k. Notification of employees during silent hours
Security Tender / Briefing
a. Attend to all site security tender briefings, meetings and interviews
b. Complete pre-tender checklist
Client Liaison
a. Maintain highly engaged relationship with client
b. Engage client to obtain feedback on operational performance
c. Ensure service deliverables are met
d. Initiate service recovery, where appropriate
e. Promptly address all outstanding issues
f. Raise client liaison form when important issues or matters are discussed and submit to Director
g. Promptly attend to and address clients complaints, feedback and queries
Man Management/Responsiveness
a. Pro-active in ensuring quality service delivery
b. Troubleshooting, resolving staff's conflicts and site problems
c. To look after the well-being of subordinates under your charge by engaging them
d. To recognize and reward deserving officers for good work performance
e. 24 hours operational ready and to respond to all calls (From sites, officers, clients or office) even on rest days
f. Timely arrival on site during crisis situations
g. Escalation to respective key personnel (Client and HQ)
h. Prepare and submit reports to Management
Incident Management
a. Familiar with managing of emergency incidents.
b. Responding to incidents on site.
c. Follow up and closure of incidents
Manpower & Deployment Objectives/Needs/Standards
a. Management Visitation.
b. Conduct and complete Risk Assessment survey for all sites.
c. Conduct Red-Teaming exercises.
d. Complete and endorse Standard Operating Procedure (SOP) for all sites.
e. Ensure that New Site Checklist is completed for all sites.
f. Ensure Que cards are in place at all sites.
g. Ensure that system for Attendance, Clocking and Incident are in place.
h. Ensure the set up points on site for Management Visits, Clocking and Attendance taking are in placed
i. Ensure that Clocking Route summary for all sites are completed and placed on site.
j. Ensure biscuits, stationery and other required equipment (e.g. microwave, kettle, fan etc.) are in place.
Ground Operations
a. Ensure and follow up that all sites submit their Rosters Weekly & Monthly.
b. Ensure officers grooming standards are maintained - Uniform, turn up and bearing.
c. Ensure new officers undergoes in-house orientation programme.
d. Staff recognition programmes to identify good officers.
To be based on -
1) Operations team recommendation with supporting documentation Incident report of an incident well managed with After Action Review (AAR) (e.g. prevention of fire) or Red Teaming Report (performed well during Red Teaming).
2) Client/Public commendation on officer.
e. Conducting and Submission of Appraisal (Period: January to December).
f. Officers Site Evaluation Form to be conducted and completed for all officers.
g. Issuance/Submission of Non-compliance forms.
h. Follow up on documentary evidence for officer absenteeism.
i. Scheduling meeting with Security Supervisors (SS), Senior Security Supervisors (SSS) and Chief Security Officers (CSO).
j. To conduct in-house orientation programme for new officers.
Non-Compliance Matters
a. Ensure and track any non-compliance matters and follow it up with Controllers, Operations Manager, Operations Executive and report directly to the Director.
b. Ensure follow up with the administrative and accounting department.
c. Track and update any compliance issues such as:
i. Reporting late for work
ii. Sleeping while at site
iii. Urgent leave - to produce supporting reasons
iv. Reporting sick without notifying supervisors six (6) hours prior to shift start
v. Ensure submission of Medical Certificate (MC)
vi. Absent from Work without Official Leave (AWOL)
vii. Walking out of deployed site and/or abandonment of post.
