About the job
As the champion for labour movement (LM), NTUC-ARU success is highly dependent on us having the right talent to advance our LM cause. We are constantly looking at effective ways to better manage our workforce given the economic volatility and ever-changing workforce landscape.
As part of the Communications Strategy team, you will strengthen the LM narrative, develop strategy-driven communications that strengthen the Labour Movement narrative and advance NTUC's advocacy for workers. You will conceptualise and drive integrated communications strategies, coordinate red-teaming efforts to develop proactive and defensive communications approaches and build employee advocacy capabilities to amplify the good work of the Labour Movement. You will also help develop and codify communications best practices through trend scans, behavioural insights and playbooks for campaign planning and measurement.
Responsibilities:
- Conceptualise integrated communication strategies that align with NTUC's purpose, vision and priorities to promote the brand, product and services. This includes identifying target audiences, crafting key messages and identifying appropriate channels to reach target audiences effectively.
- Coordinate red-teaming exercises to stress test key narratives, anticipate flak or misinformation and prepare counter-messaging and propose Comms strategies to strengthen NTUC's advocacy efforts. This includes developing and using AI tools to analyse and synthesise data from research and online sentiment reports to derive insights and key recommendations.
- Conceptualise and execute programmes to build employee advocacy capabilities to amplify the Labour Movement narrative. This includes: a) developing and maintaining a resource hub for content and campaign assetsb) developing ideas and implementing programmes to engage the community of advocates c) tracking the performance of employee advocacy efforts over time d) supporting the recruitment and onboarding of employees to the programme and e) preparing reports.
- Assist in the conceptualisation and organisation of scenario planning and visioning exercises as well as the development of long-term communications strategies and capabilities for NTUC, coordinating inputs and efforts across multiple departments.
- Support the development of a centre of communications excellence for NTUC to share best practices for the Communications Community. Conduct regular scans on global and local communications trends, storytelling formats, behavioural insights, and advocacy strategies. Develop marketing communications playbook containing frameworks for planning and measurement of campaigns
Requirements:
- Degree in Communications, Marketing, Journalism, Public Policy, Social Sciences, or related fields (or equivalent practical experience).
- 5–7 years of relevant experience (for Manager) / 8 years or more (for Senior Manager) in communications strategy, integrated marketing communications, public affairs, advocacy communications, or related roles.
- Demonstrated experience developing integrated communication strategies (audience segmentation, messaging architecture, channel strategy, content planning).
- Strong ability to manage high-stakes narratives, including issues management, reputation risk, counter-messaging, or crisis communications. Proven capability to run or support red-teaming / scenario planningand translate findings into comms actions.
- Experience designing or implementing employee advocacy, internal influencer programmes, or community-building initiatives.
- Facilitation skills (workshops, red-team sessions, training for advocates) or experience in strategy / planning work is a plus.
- Excellent writing and storytelling skills—able to craft clear narratives and persuasive messaging for diverse audiences.
- Strong stakeholder management: able to work across teams, align differing views, and communicate effectively with senior leadership.
- Organised and execution-oriented; able to manage multiple workstreams with strong attention to detail.
- Experience in public sector / policy advocacy / social impact organisations is advantageous, but not a requirement.
- Familiarity with Singapore's media landscape and digital discourse dynamics.
