DESIGNATION

HR & Admin Manager

DEPARTMENT / SECTION

Human Resource& Administration

ACCOUNTABLE TO

Management

RESPONSIBILITIES / AUTHORITIES

The HR &Admin Manager shall be responsible for overseeing the full spectrum of Human Resource and Administration functions for the Company. The role shall support Management in manpower planning, employee relations, office administration, regulatory compliance, and operational coordination to ensure smooth day-to-day business operations.

Responsibilities include, but are not limited to, the following:

A. Recruitment, Talent Development &Employee Management

  1. Manage the full recruitment cycle including sourcing, interviewing, onboarding, confirmation, and offboarding of employees.
  2. Support manpower planning and talent development initiatives to meet operational and business requirements.
  3. Coordinate staff orientation, induction programmes, and employee engagement activities.
  4. Administer employee performance appraisal processes and support management in staff development matters.
  5. Maintain proper employee records, personnel files, and HR documentation in compliance with company policies and statutory requirements.
  6. Handle employee relations matters, disciplinary issues, grievances, and investigations when required.
  7. Partner with Management to communicate and implement HR policies, procedures, and company practices.

B. HR Compliance, Payroll &Work Pass Administration

  1. Ensure compliance with Singapore Employment Act, MOM regulations, and other applicable statutory requirements.
  2. Manage applications, renewals, cancellations, and tracking of work passes and related employment documentation.
  3. Coordinate payroll administration and attendance matter with relevant departments.
  4. Support salary benchmarking, compensation reviews, and retention initiatives.
  5. Maintain and update HR policies, procedures, employee handbook, and HR records regularly.
  6. Administer Corp Pass accounts and statutory submissions where required.

C. Administration & Office Management

  1. Oversee daily office administration and ensure smooth office operations.
  2. Manage office facilities, company assets, procurement of office supplies, and vendor coordination.
  3. Maintain proper filing systems, records management, and document control for HR and administrative matters.
  4. Coordinate company insurance, subscriptions, licences, renewals, and administrative documentation.
  5. Provide administrative support to Management and operational teams as required.
  6. Liaise with external parties including government agencies, auditors, vendors, and clients when necessary.

D. Operational Support &Cross-Border Coordination

  1. Support operational and administrative coordination across departments to ensure efficient workflow and communication.
  2. Work closely with relevant stakeholders to support company operational requirements and business initiatives.
  3. Occasional travel to the Company's Johor Bahru (JB) office may be required on an ad hoc basis for operational, administrative, or HR support.
  4. Perform any other duties as may be assigned by Management from time to time.

Note: The responsibilities listed above are not exhaustive and may be expanded, modified, or adjusted to meet operational, statutory, or organisational needs.

RESOURCE REQUIREMENTS

  1. Minimum three (3) years of relevant experience in Human Resource and Administration functions.
  2. Well versed in Singapore Employment Act, MOM regulations, and HR best practices.
  3. Experience in construction, engineering, or M&E industry would be an added advantage.
  4. Familiarity with HRMS Info-Tech system would be an added advantage.
  5. Experience in Malaysia payroll or regional HR coordination would be an added advantage.
  6. Able to multitask, work independently, and handle confidential matters with professionalism.
  7. Possess strong interpersonal, communication, and organisational skills.
  8. Proficient in Microsoft Office applications.
