Job Title: Strategic HR Manager

Key Responsibilities
Strategic HR & Business Partnering
Develop and implement HR strategies aligned with business goals and project requirements
Partner with senior management and project teams on manpower planning and workforce optimisation
Drive organisational development, succession planning, and talent retention strategies
Monitor HR metrics and provide insights to improve workforce productivity
Recruitment & Manpower Planning
Lead end-to-end recruitment for both white-collar and blue-collar workforce
Work closely with project/site teams to forecast manpower needs
Manage recruitment agencies and foreign worker sourcing
Oversee onboarding and workforce integration
Employee Relations & Site Workforce Management
Manage employee relations, disciplinary issues, and conflict resolution
Handle large workforce including site workers, supervisors, and engineers
Ensure proper communication between site and HQ teams
Promote a positive and compliant workplace culture
Compensation, Payroll & Compliance
Oversee payroll, benefits, and compensation structures
Ensure compliance with MOM regulations, WICA, and statutory requirements
Manage work pass applications, renewals, and foreign worker matters
Maintain HR policies aligned with local labour laws
Training & Development
Identify training needs and implement development programs
Oversee safety training (WSH), certification tracking, and skills upgrading
Support leadership development and succession planning
Requirements
Bachelor's Degree in Human Resources, Business Administration, or related field
Minimum 3 years of HR experience in construction / blue-collar environment
Strong experience handling large workforce / site-based employees
Good knowledge of Singapore labour laws, MOM regulations, and HR best practices
Strong stakeholder management and communication skills
Ability to work in a fast-paced, project-driven environment
Preferred
Experience in main contractor environment
HR certification (e.g. IHRP, SHRM) is an advantage
Experience managing foreign workers / dormitory matters
