Job Description

Workplace Safety & Health Officer (WSHO) - Construction

Company: Inspired Homes Pte Ltd
Location: Singapore
Industry: Construction / Landed Residential Design & Build
Employment Type: Full-Time

About Inspired Homes

Inspired Homes is a Singapore-based Design & Build company specialising in landed residential projects, including new erections (rebuilds), reconstructions, additions & alterations (A&A), and major renovations.

We are looking for an experienced and proactive Workplace Safety & Health Officer (WSHO) to oversee workplace safety across our construction projects, ensure regulatory compliance, and establish a strong safety culture among our employees, subcontractors and site personnel.

Key Responsibilities

1. Workplace Safety & Regulatory Compliance

  • Ensure construction activities comply with Singapore's Workplace Safety and Health Act, applicable WSH Regulations, MOM requirements and relevant industry safety standards.
  • Monitor compliance with applicable BCA, SCDF and other authority requirements relating to site safety.
  • Stay updated on regulatory changes and implement necessary safety measures across projects.
  • Ensure all applicable safety documentation, permits, certificates and inspection records are properly maintained.

2. Site Safety Inspections & Enforcement

  • Conduct regular safety inspections and audits across multiple construction sites.
  • Identify unsafe conditions, unsafe work practices and potential hazards before incidents occur.
  • Enforce proper use of personal protective equipment (PPE), safe working procedures and site safety rules.
  • Monitor high-risk activities, including working at height, scaffolding, lifting operations, excavation, demolition, structural works, electrical works and confined-space activities where applicable.
  • Ensure identified safety deficiencies are rectified promptly and verify completion of corrective actions.
  • Exercise authority to stop unsafe work and escalate serious safety concerns to management immediately.

3. Risk Assessment & Safety Documentation

  • Develop, review and implement risk assessments, safe work procedures (SWPs) and relevant safety management plans.
  • Ensure risk assessments are communicated to workers and subcontractors before work begins.
  • Maintain organised and up-to-date safety records, inspection checklists, training records, incident reports and corrective-action registers.
  • Coordinate applicable Permit-to-Work (PTW) procedures and ensure necessary approvals are obtained before high-risk activities commence.

4. Worker & Subcontractor Safety Management

  • Conduct site safety inductions, toolbox meetings and safety briefings.
  • Ensure workers and subcontractors understand and comply with site safety requirements.
  • Verify relevant worker training, competency certifications and authorisations for specialised activities.
  • Work closely with Project Leads, Site Engineers and subcontractors to address safety issues.
  • Promote accountability and a proactive safety culture across all construction sites.

5. MOM Inspections & Incident Management

  • Prepare construction sites for MOM inspections and other relevant regulatory audits.
  • Liaise with regulatory authorities on workplace safety matters when required.
  • Investigate accidents, near misses, unsafe occurrences and safety complaints.
  • Prepare incident investigation reports, identify root causes and implement preventive measures.
  • Ensure statutory incident reporting and follow-up requirements are complied with.

6. Safety Reporting & Continuous Improvement

  • Provide management with regular safety inspection reports and updates on outstanding safety issues.
  • Maintain a centralised safety compliance tracker for all active projects.
  • Recommend practical improvements to site safety procedures and operational practices.
  • Monitor recurring safety deficiencies and ensure corrective measures are implemented consistently.

Requirements

  • Registered Workplace Safety & Health Officer (WSHO) with MOM, preferably with experience in construction.
  • Minimum 3-5 years of relevant workplace safety experience in Singapore's construction industry.
  • Strong knowledge of Singapore's WSH Act, construction safety regulations, MOM requirements and relevant Codes of Practice.
  • Practical experience in building construction, demolition, structural works, scaffolding, excavation and working-at-height safety.
  • Familiarity with landed residential construction, reconstruction and A&A works will be an advantage.
  • Able to independently manage safety matters across multiple active construction sites.
  • Strong communication, reporting and problem-solving skills.
  • Confident in enforcing safety requirements with workers, subcontractors and project personnel.
  • Organised, responsible and capable of maintaining accurate safety documentation.
  • Proficient in Microsoft Office and digital reporting tools.

What We Are Looking For

We are seeking a hands-on safety professional who takes ownership of workplace safety rather than simply fulfilling documentation requirements.

The ideal candidate is observant, firm, proactive and capable of identifying potential hazards before they become incidents.

You should be comfortable working independently across multiple construction sites while collaborating closely with project teams to maintain safe and compliant working environments.
