Job Summary
Support the Fleet Manager by overseeing vessel maintenance, compliance, and performance. Manage technical and commercial aspects of assigned vessels to ensure operational excellence and regulatory adherence.
Responsibilities
- Assist the Fleet Manager in implementing the Fleet Management System and advise on vessel performance to optimize operations.
- Verify that vessels hold all required valid statutory, class, and trading certificates to ensure compliance.
- Ensure vessels are manned according to Safe Manning Certificates and that all crew possess valid STCW and flag state documents.
- Collaborate with the Master and Chief Engineer to prepare a Planned Maintenance Programme for long-term strategic maintenance planning.
- Monitor vessel maintenance routines to ensure inspections, testing, and repairs are completed on schedule without overdue tasks.
- Scrutinize all spares and stores requisitions from vessels before approving quotations and orders to control costs and quality.
- Ensure timely submission of technical and other reports from vessels and review these reports to address non-conformance or substandard performance.
- Analyze vessel performance data, including speed, fuel, and lubricating oil consumption, and implement corrective actions promptly.
- Review fuel oil and lube oil analysis reports and advise vessels on necessary actions to maintain engine efficiency.
- Compare budget versus actual expenditure for vessels, control costs, and propose budget revisions with supporting data when necessary.
- Prepare and submit quarterly customer reports covering vessel routing, condition, survey and certificate status, crew matters, off-hires, accounts, class status, and photographic documentation.
- Prepare dry-docking specifications, evaluate quotations from shipyards, and obtain management or owner approval for dry-docking activities.
- Conduct vessel inspections according to the approved ship visit plan and established procedures to ensure operational standards.
- Manage additional tasks assigned by the Fleet Manager to support fleet operations.
- Maintain familiarity with commercial aspects of vessels, including charter party clauses, voyage instructions, reporting requirements, pre-loading surveys, sea protests, insurance claims, and port state pre-arrival reports.
- Review and approve spares and stores requisitions in accordance with SMS Manual and purchasing procedures.
- Recommend promotions or repatriations of crewmembers on assigned vessels.
- Sanction spares, stores, and repair bills, including dry-docking bills after clearance from Managing Director.
- Approve orders for emergency stores and provisions for vessels.
- Appraise shipboard senior staff performance and provide feedback to the Fleet Manager.
- Execute other roles and responsibilities delegated by the Fleet Manager.
