Position Summary
We are seeking a proactive, hands-on, and technically strong Technical Superintendent to oversee the construction, delivery,commissioning, maintenance, and operational readiness of a vessel under build.This role is critical in ensuring that the vessel is constructed and delivered in full compliance with contractual specifications, client requirements,regulatory standards, quality expectations, and project timelines.
The Technical Superintendent will act as the Company's key technical representative throughout the vessel construction phase, including frequent travel and extended periods in overseas to supervise and monitor progress at the shipyard. As this is a standalone role, the successful candidate must be capable of working independently, taking ownership of technical matters, and coordinating effectively with shipyards, contractors,class, vendors, consultants, clients, and internal stakeholders.
Following delivery of the vessel, the Technical Superintendent will continue to oversee the vessel's technical condition,maintenance, troubleshooting, servicing, and operational support in Singapore.
Key Responsibilities
Vessel Construction and Newbuilding Oversight
- Oversee the vessel newbuilding project from construction through delivery, commissioning, and handover.
- Represent the Company's technical interests at the shipyard and ensure the vessel is built in accordance with contractual specifications, approved drawings, technical requirements, statutory regulations, class requirements, and client expectations.
- Monitor construction progress closely to ensure milestones and delivery schedules are achieved.
- Identify risks, delays, quality issues, or technical deviations early and propose practical corrective actions.
- Review and monitor workmanship, installation, testing, commissioning, and integration of all vessel systems and equipment.
- Ensure that any variation, defect, non-conformance, or deficiency is properly documented, followed up, and resolved in a timely manner.
- Coordinate inspections, factory acceptance tests, harbour acceptance tests, sea trials, and final delivery processes.
- Work closely with the shipyard, design teams, equipment makers, subcontractors, class society, flag authorities, and relevant stakeholders to ensure timely technical resolution of issues.
- Ensure that the delivered vessel meets the operational needs of the client, especially where requirements are stringent and performance standards are high.
Project Coordination and Contract Compliance
- Track technical progress against project timelines and report regularly on status, risks, issues, and mitigation measures.
- Ensure the shipyard performs in line with contractual obligations, technical specifications, quality standards, and agreed delivery dates.
- Review technical documentation, manuals, drawings, change requests, inspection reports, test records, and certification packages.
- Support management in technical discussions, contractual matters, and claims relating to construction quality, delay, deficiencies, or non-performance.
- Maintain proper technical records and ensure complete documentation is obtained before handover.
Travel and Site Supervision
- Travel frequently and, where required, be based in overseas for periods of time to provide on-site supervision and direct oversight of the vessel construction.
- Attend meetings, inspections, tests, and key project milestones at the yard and vendor locations.
- Provide timely updates to management on site progress, technical concerns, commercial implications, and recommended actions.
Delivery, Commissioning, and Operational Readiness
- Oversee commissioning, testing, sea trials, delivery acceptance, and entry into service.
- Ensure all vessel systems, machinery, equipment, and onboard installations are fully tested, operational, and compliant before acceptance.
- Verify that spare parts, tools, manuals, drawings, certificates, warranties, and training requirements are properly handed over.
- Ensure defects lists and punch list items are properly closed out or tracked to completion after delivery.
Post-Delivery Maintenance and Operational Support
- Take technical ownership of the vessel after delivery and support its operational readiness in Singapore.
- Plan, monitor, and oversee preventive and corrective maintenance of the vessel, its machinery, systems, and equipment.
- Ensure all equipment is inspected, checked, serviced, and maintained in accordance with manufacturers recommendations, statutory requirements, and operational needs.
- Troubleshoot technical issues efficiently and coordinate repairs with vendors, service providers, and relevant stakeholders.
- Monitor vessel technical performance, reliability, downtime, maintenance costs, and defect trends.
- Coordinate dry-docking, repairs, upgrades, warranty claims, and service visits as required.
- Maintain maintenance records, certificates, class/statutory compliance, and technical inventories.
Safety, Compliance, and Quality
- Ensure the vessel construction and subsequent maintenance activities are carried out in compliance with applicable safety, class, flag, regulatory, and quality requirements.
- Promote high standards of technical integrity, workmanship, safety, and operational reliability.
- Participate in risk assessments, incident investigations, technical audits, and safety reviews where required.
- Ensure proper familiarisation with critical systems so that technical issues can be diagnosed and managed effectively during operations.
Requirements
- Degree, diploma, or professional qualification in Marine Engineering, Naval Architecture, Mechanical Engineering, or a related discipline.
- Proven experience in newbuilding supervision, shipyard project management, vessel construction, technical management, or marine maintenance.
- Strong understanding of vessel systems, including machinery, propulsion, electrical systems, control systems, deck equipment, safety systems, and associated marine equipment.
- Experience in overseeing vessel construction at shipyards and coordinating with class, flag, shipyards, subcontractors, and equipment manufacturers.
- Good knowledge of marine regulations, class requirements, testing and commissioning processes, and technical documentation.
- Hands-on technical capability with strong troubleshooting and problem-solving skills.
- Able to work independently without direct support staff and manage a broad technical scope personally.
- Willing and able to travel frequently and stay overseas for extended periods when required.
- Strong project management skills with the ability to monitor timelines, manage priorities, and follow through on issues to completion.
- Good communication and reporting skills, with the ability to engage effectively with clients, shipyards, management, and external parties.
- Practical, disciplined, and detail-oriented approach with strong ownership and accountability.
- Experience in vessel operations and post-delivery maintenance management will be an added advantage.
Preferred Experience
- Prior experience with specialised vessels, high-specification client requirements, or government / defence / mission-critical marine projects.
- Experience in contract administration, variation management, warranty follow-up, and defect rectification.
- Familiarity with planned maintenance systems, spare parts control, and technical recordkeeping.
- Exposure to overseas shipyard supervision, especially in Europe, would be advantageous.

Reporting Line
The Technical Superintendent will report to Management and our client and will serve as the primary technical focal point for the vessel during construction and post-delivery operations.
