Technical Delivery Manager

Responsibilities

• Manage end-to-end project delivery including planning, execution, governance, risk management, dependency tracking, and stakeholder communications to ensure successful technology engagements
• Apply thorough knowledge of banking regulatory requirements, security standards, compliance frameworks, audit controls, authentication mechanisms, and fraud/risk management to maintain project compliance
• Communicate effectively and manage stakeholders to align project goals and resolve issues promptly
• Utilize bilingual proficiency in English and Chinese (written and verbal) to facilitate clear communication across diverse teams and stakeholders
• Develop and maintain Java applications using Java 8, 11, 17, and 21, applying Core Java concepts such as multithreading, concurrency, JVM performance tuning, collections framework, OOP, and design patterns
• Design and implement applications using Spring Framework, Spring Boot, and Spring MVC to build scalable and maintainable solutions
• Architect and develop modern applications using microservices architecture, RESTful API design, and event-driven architecture to enhance system modularity and responsiveness
• Manage database interactions and optimize performance with Oracle and MySQL databases
• Integrate messaging and event streaming technologies such as Apache Kafka and RabbitMQ to support asynchronous communication and data flow
• Lead Agile/Scrum teams by enforcing delivery best practices including code reviews, technical leadership, ownership, and release and deployment governance

Preferred competencies and qualifications

• Hold professional certifications such as PMP, Certified Scrum Master (CSM), SAFe, or other Agile certifications to enhance project management and Agile delivery capabilities
• Utilize monitoring and observability tools like Splunk, Grafana, and Geneos to track system health and performance
• Employ collaboration and ALM tools including Jira, Confluence, and Bitbucket to streamline project workflows and documentation
