Technical Delivery Manager

Responsibilities

• Manage end-to-end technology delivery engagements, including planning, execution, governance, risk management, dependency tracking, and stakeholder communication.
• Lead large-scale technology programs and delivery initiatives within banking, financial services, or digital banking environments.
• Provide technical leadership across application development and delivery using Java, Spring Boot, Spring MVC, Microservices, REST APIs, and Event-Driven Architecture.
• Drive technical discussions, solution delivery, code reviews, technical ownership, and release/deployment governance.
• Collaborate with engineering, business, security, compliance, and infrastructure teams to ensure successful project delivery.
• Manage project risks, dependencies, timelines, deliverables, and stakeholder expectations throughout the delivery lifecycle.
• Ensure adherence to banking regulatory requirements, security standards, compliance frameworks, audit controls, authentication mechanisms, and fraud/risk management practices.
• Coordinate extensively with China-based counterparts, Mandarin-speaking stakeholders, clients, and business teams to facilitate delivery and communication.
• Support Agile/Scrum delivery practices and ensure effective governance across project teams.
• Oversee application integration and delivery involving Oracle/MySQL, Apache Kafka, and RabbitMQ.
• Monitor delivery quality and application performance using relevant monitoring and observability tools where required.

Requirements

• 8–12 years of overall IT experience, with at least 5 years of experience in technical delivery/project management.
• Strong experience managing end-to-end technology delivery engagements in Banking, Financial Services, Digital Banking, or large-scale program environments.
• Strong hands-on experience with Java 8, Java 11, Java 17, and Java 21.
• Strong understanding of Core Java, including Multithreading & Concurrency, JVM Performance Tuning, Collections, OOP, and Design Patterns.
• Extensive experience with Spring Framework, Spring Boot, and Spring MVC.
• Strong experience in Microservices Architecture, RESTful API Development, and Event-Driven Architecture.
• Experience with Oracle and MySQL databases.
• Experience with Apache Kafka and RabbitMQ.
• Strong understanding of Agile/Scrum, Code Reviews, Technical Leadership, and Release & Deployment Governance.
• Strong knowledge of banking security, compliance, regulatory requirements, audit controls, authentication, and fraud/risk management practices.
• Mandarin language proficiency is mandatory, with strong written and verbal communication skills in Mandarin and English, as the role involves extensive communication and coordination with China counterparts, Mandarin-speaking stakeholders, clients, and business teams.
• Excellent stakeholder management, communication, coordination, and delivery management skills.
• PMP, CSM, SAFe, or other Agile certifications will be an added advantage.
• Experience with Splunk, Grafana, Geneos, Jira, Confluence, or Bitbucket will be an added advantage.
