Senior Quantity Surveyor (Senior QS)

Job Title: Senior Quantity Surveyor - RC Structural Subcontractor
Location: Singapore

Key Responsibilities:

Tendering & Budgeting

• Lead detailed taking-off and measurement of quantities review and verify BOQs prepared by junior QS

• Lead tender documentation and cost plan strategies with management input

• Take full ownership of project budgets, monthly reports, and cost plans

Procurement & Supply Chain

• Lead sourcing of subcontractors and suppliers issue and evaluate tender inquiries

• Lead and finalize negotiations with subcontractors to secure optimal pricing and terms

• Approve and certify progress payments for subcontractors and loaned workers

Contract & Financial Management

• Oversee all progress claims - preparation, submission, and certification for clients

• Lead assessment of Variation Orders (VOs) and identify claim opportunities

• Manage subcontractor accounts independently with accurate and timely payment certification

• Lead finalization of project accounts, including preparation and settlement of final accounts

• Handle contract discrepancies and dispute resolution with clients/main contractors

Stakeholder & Site Coordination

• Advise project managers and site supervisors on commercial and contractual issues

• Lead regular project meetings with commercial updates and contractual recommendations

• Conduct and lead site walks for progress claims evaluation and verification

• Mentor and guide junior QS

Requirements:

• Degree in Quantity Surveying / Construction Management

• Minimum 5-7 years QS experience in Singapore construction industry

• Proven experience managing HDB or structural projects independently

• Strong knowledge of SIA / PSSCOC / REDAS contract forms

• Able to manage 3-5 projects simultaneously with mínimal supervision

• Advanced negotiation, analytical, and problem-solving skills

• Experience handling final accounts, claims disputes, and VO claims

• Proficient in AutoCAD and QS software
