Senior Manager, Project Management

(Tengah General and Community Hospital)

Participate in development team in planning and coordinating with respective stakeholders, working closely with consultants to ensure that the Hospital/entity's operational requirements and efficiencies, and are in line with the Group's overall strategic direction.

The candidate shall lead in technical coordination meetings as well as ensure project alignment processes to streamline and implement processes and protocols for the timely delivery of the hospital infrastructure.

Key Responsibilities:

  • Lead and track, ensure project requirements are gathered in timely manner including liaison/coordination with multiple stakeholders (consultants, MOM, MOH, MOHH, authorities, users, contractors, etc.) so to meet the overall project timeline.
  • Take ownership to guide users in planning of hospital and facilitate useful and productive discussions during design, construction and post construction. This includes cross coordination with aspects such facilities maintenance and upgrading.
  • Lead, coordinate, manage to ensure users requirements are duly captured and resolved, obtaining approvals from users during various stages (design, construction and post construction) including sign off for milestone documents and reports, and ensuring that records of discussions are correctly and accurately captured.
  • Lead, coordinate, manage the contractors, consultants, MOM, MOHH, MOH, SCDF, relevant authorities and various stakeholders including attending to site matters on users requirements during construction and post construction stage.
  • Review architectural, engineering and infrastructure designs to ensure compliance with regulatory requirements, relevant codes and operational needs.
  • Represent TGCH in design reviews, technical workshops and project discussions, safeguarding the hospital's operational, safety and readiness requirements.
  • Review and challenge consultant and contractor proposals to ensure solutions are compliant, practical, maintainable and fit for purpose.
  • Identify, assess and mitigate risks arising from design decisions, infrastructure constraints and project changes.
  • Ensure infrastructure and operational layouts support safe, efficient and resilient movement of patients, staff, visitors, supplies and waste.
  • Review designs for compliance with Fire Code, Workplace Safety & Health (WSH) requirements and other applicable regulatory standards and advise on measures to minimise operational and safety risks.
  • Develop and implement safety, compliance and readiness frameworks, policies and processes to support commissioning and future operations.
  • Review infrastructure and operational plans to ensure organisational resilience and emergency preparedness requirements, including emergency response, evacuation, business continuity and critical infrastructure needs, are incorporated.
  • Coordinate with SCDF, MOM, MOH and other relevant authorities on safety, compliance, licensing and operational readiness matters.
  • Maintain documentation and provide assurance that regulatory, safety and readiness requirements are appropriately addressed to support licensing, commissioning and day-one operations.
  • Work closely with project team members.
  • Administrate the project in a structured and compliant manner.
  • Ensure that the processes are aligned with prevailing cluster and institution policies, and documentation are robust and comprehensive.
  • Keep abreast of healthcare planning topics and issues, to support the hospital development in the desired direction.
  • Secretariat roles and responsibilities.
  • Any other duties assigned for the hospital development.

Qualifications & Experience

  • Bachelor's degree in construction management, Architectural, Civil & Structural/Electrical/Mechanical At least 8 years of relevant work experience, preferably with Fire Safety certification (SCDF registered) and experience.

  • Candidates with healthcare background highly preferred.
  • MOM-registered Workplace Safety & Health Officer preferred.
  • Strong understanding of building codes, fire safety systems, WSH standards and emergency preparedness frameworks.
  • Strong leadership qualities and strategic planning capabilities.
  • Good analytical skills and project management skills.
  • Team player with good interpersonal, communication skills to collaborate and manage with various Stakeholders.
