Senior HR Manager - Utilities SME | Leads the entire HR function and team

The Frazer Jones team is partnering exclusively with a high-growth SME in the utilities sector to appoint a Senior HR Manager. This role will effectively be leading the HR function and work directly with the business leaders and founders. As part of the company's growth and evolution, the aim is to uplift the company's HR function and practices, supporting the transition from a founder-driven business into a scalable organisation. With strong market share and positioning in Singapore, the company is pursuing strategic growth, and this is where the HR function is expected to play a critical role in enabling this transformation.

Key Responsibilities

You will lead the HR agenda during a period of transformation, growth, increasing organisational complexity and complex workforce challenges (skills shortage; attrition). A key focus will be to design and implement a scalable organisational structure. The successful candidate will be responsible for building/refining foundational HR frameworks, including workforce planning, performance management, and compensation structures aligned to business goals. You will play a critical role in shaping and defining organisational culture.

Alongside the strategic remit, you will lead a team of 3 direct reports to oversee the full spectrum of HR operations, ensuring effective delivery of day-to-day HR activities. This includes managing employee relations matters, providing guidance on disciplinary and workplace issues, and ensuring compliance with local labour regulations. The HR team is responsible for core HR processes such as payroll, onboarding, and employee lifecycle management, ensuring consistency, accuracy, and service quality.

This is ultimately a hands-on role requiring both strategic capability and operational execution, with the opportunity to build and scale the HR function from its current baseline.

Ideal Profile

Candidates must have at least 10 to 15 years of HR experience, and minimally 3 to 5 years in senior HR leadership experience within B2B industries that have sizeable blue-collar workforces. Candidates from the utilities, engineering, manufacturing or relevant/adjacent industries are welcome to apply. You are confident and comfortable operating in SME or founder-led settings and have a proven track record in building organisational capability through periods of growth or transformation. The role requires strong stakeholder management skills, with the ability to influence senior leaders and drive change in evolving environments.

Salary Budget: Base of SGD 12k/month, with AWS and variable bonus
