Quality Assurance & Compliance Oversight: Authoritatively witness and validate all inspection, testing, and commissioning activities performed by contractors to guarantee unwavering adherence to approved designs, specifications, and statutory regulations.
Technical Leadership & Stakeholder Management: Serve as the primary technical liaison between Professional Engineers, regulatory authorities, and contractors. Provide decisive on-site leadership in planning, design interpretation, and supervision to resolve complex site issues and ensure the timely and successful completion of projects.
Contract & Documentation Administration: Maintain rigorous and systematic control over all site documentation, including but not limited to method statements, shop drawings, as-built records, site meeting minutes, and safety reports, ensuring full compliance with contractual and regulatory reporting obligations.
Construction Methodology Supervision: Diligently monitor site operations to verify that all work is executed in strict accordance with approved method statements, work procedures, and established safety protocols.
Non-Conformance Identification & Resolution: Proactively identify and formally document any non-conformities in the contractor's work. Issue directives for corrective action and verify implementation to uphold structural integrity and quality standards.
Design Coordination & Technical Review: Conduct thorough reviews of structural drawings and technical submittals to identify discrepancies, conflicts, or constructability issues. Provide timely reports to the Consultant Engineer with actionable solutions to prevent project delays.
Materials Quality Control: Implement and enforce a robust quality control regime for all materials incorporated into the works, including verification of certifications and compliance with project specifications.
Qualifications & Requirements
Education & Certification: Accredited Bachelor's degree in Civil or Structural Engineering from a recognized institution. Must be a registered Professional Engineer with the Institution of Engineers Singapore (IES).
Contractual Expertise: Comprehensive knowledge of the Building Control Act and associated regulations. Proven ability to professionally administer contracts, maintain meticulous site records, and fulfill all statutory reporting requirements.
Technical Proficiency: Strong working knowledge of geotechnical engineering principles, instrumentation monitoring, and the interpretation of data to ensure compliance with Singapore's stringent building codes.
Communication Skills: Exceptional interpersonal, verbal, and written communication skills, with a demonstrated ability to lead meetings, negotiate effectively, and produce clear, concise reports.
Preferred Experience: Min 5 Year of Prior experience in Addition & Alteration (A&A) projects for industrial or factory buildings, Hospital Buildings, particularly those involving cleanroom environments, will be considered a significant advantage.
