We are seeking an experienced Project Manager to lead and deliver public healthcare programmes focused on Electronic Medical Records (EMR/NGEMR) and Data & AI solutions. You will manage end-to-end delivery across the full SDLC-from discovery through build, testing, deployment, and hypercare.

This role requires strong governance, delivery leadership, vendor coordination, and hands-on experience managing complex healthcare integrations, data platforms, and AI-enabled clinical/operational use cases in a regulated environment.

Key Responsibilities

Project Delivery & Governance

  • Lead one or more concurrent projects/programme workstreams delivering EMR/NGEMR enhancements, clinical integrations, and data/AI platforms
  • Establish and manage the project plan, scope baseline, RAID (risks, assumptions, issues, dependencies), milestones, delivery governance, and reporting cadence.
  • Manage project finances (budget, forecasting, variance), contracts/SOWs, resourcing plan, and vendor/subcontractor performance.
  • Drive change control, stakeholder alignment, escalation management, and steering committee updates.

EMR / NGEMR Delivery (Clinical Systems)

  • Manage delivery of EMR/NGEMR-related initiatives including workflow configuration support, integration readiness, downstream system remediation, and cutover/hypercare planning.
  • Coordinate clinical, operational, and IT stakeholders to ensure patient safety clinical usability, and operational continuity during releases.
  • Lead SIT/UAT planning and execution, including test strategy, traceability, defect triage, and go/no-go readiness.

Data Platforms, Analytics & AI Delivery

  • Deliver modern healthcare data solutions: ingestion pipelines, data quality controls, master/reference data, and analytics products (dashboards/KPIs, predictive models).
  • Manage AI delivery lifecycle: use-case definition, data readiness, model development/validation support, deployment readiness, monitoring, and operational handover (MLOps with governance).
  • Ensure solutions are designed for interoperability with clinical workflows (e.g., embedding insights into EMR workflows where applicable).

Integration & Interoperability

  • Manage integration workstreams across EMR and departmental systems (e.g., lab, imaging, pharmacy, billing, scheduling), including interface inventory, rationalisation, and migration planning.
  • Oversee API/interface delivery using national/industry interoperability patterns (e.g., HL7 v2 / FHIR where relevant), including performance, resilience, and observability requirements.

Security, Compliance & Quality

  • Enforce security-by-design, privacy, auditability, and SDLC controls across delivery artefacts and vendor deliverables.
  • Drive delivery quality gates: architecture approvals, security reviews, test exit criteria, operational readiness, and documentation completeness.
  • Ensure handover readiness (runbooks, support model, training, warranty/hypercare) with clear service acceptance criteria.

Required Skills & Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or related discipline.
  • 7+ years of IT project management experience, with 3+ years in healthcare delivery (public sector preferred).
  • Demonstrated experience delivering at least one of: EMR transformation / EMR integration programmes (Epic/NGEMR exposure strongly preferred), or Data platform / analytics modernisation, or AI/ML implementation in clinical or hospital operations.
  • Strong SDLC and delivery management experience across requirements, build, testing, deployment, and operational handover.
  • Strong stakeholder management skills-able to engage clinicians, operations leaders, IT, security, and vendors.
  • Excellent written and verbal communication able to run governance forums and produce crisp executive reporting.

Certifications (preferred)

  • PMP / PRINCE2 / Agile (Scrum Master) (one or more).
  • ITIL foundations or equivalent service management understanding.

Preferred / Advantageous Experience (Healthcare-specific)

  • Experience working with Singapore public healthcare stakeholders
  • Familiarity with healthcare integration patterns and departmental systems (LIS/RIS/PACS) and integration engines.
  • Experience delivering solutions in regulated environments with strong audit, privacy, and cybersecurity requirements.
  • Exposure to cloud delivery for healthcare workloads (landing zone, security guardrails, DevSecOps).
