Job Description

The Client Project Manager (Public Sector) is a seasoned subject matter expert responsible for leading and directing concurrent standard or complex projects within government and public sector environments.

The primary responsibility of this role is to engage with senior government stakeholders, regulatory bodies, and internal teams to deliver projects from concept through implementation and formal handover, ensuring compliance with public sector governance, procurement policies, and statutory requirements.

Key Responsibilities

  • Lead and direct concurrent standard or complex public sector projects, ensuring alignment with government policies, regulatory standards, and contractual obligations.
  • Engage with senior government officials, program sponsors, and cross-functional stakeholders to drive delivery from initiation through closure and transition to operations.
  • Act as the single point of contact for the client, ensuring high levels of stakeholder engagement and satisfaction while managing escalations in a structured and transparent manner.
  • Ensure delivery of the as-contracted solution within approved budgets, timelines, and quality standards, while adhering to public sector governance and compliance frameworks.
  • Maintain rigorous scope control and formal change management processes, ensuring all variations are documented and approved per contractual and procurement guidelines.
  • Identify, document, and actively manage project risks and issues, with particular focus on compliance, audit readiness, and regulatory adherence.
  • Ensure clear, concise, and formal communication to all stakeholders, including preparation of governance reports, steering committee updates, and executive briefings.
  • Support pre-sales and bid management activities for public sector opportunities, including proposal development, compliance documentation, costing, and participation in tender presentations.
  • Identify opportunities to expand services within the account while ensuring alignment with procurement regulations and ethical standards.
  • Coordinate cross-functional delivery teams, including internal resources, subcontractors, and consortium partners where applicable.
  • Ensure adherence to information security, data protection, and confidentiality requirements, especially for sensitive or classified environments.
  • Perform other related duties as required.

Knowledge and Attributes

  • Strong project management capabilities with demonstrated experience in public sector or government environments.
  • Solid understanding of public procurement processes, governance frameworks, and regulatory compliance requirements.
  • Ability to build and maintain trusted relationships with government stakeholders and senior leadership.
  • Proven capability to manage customer expectations, contractual commitments, and escalations within a structured governance model.
  • Strong written and verbal communication skills, with experience preparing formal documentation and executive-level reports.
  • Ability to operate effectively in high-pressure and highly scrutinized environments.
  • Strong commercial acumen balanced with regulatory and compliance awareness.
  • Collaborative leadership style with strong influencing skills across diverse stakeholder groups.
  • Decisive, detail-oriented, and capable of managing multiple complex initiatives simultaneously.
  • Experience in risk management, audit preparedness, and structured reporting processes.
  • Strong analytical and problem-solving capabilities.

Academic Qualifications and Certifications

  • Bachelor's degree or equivalent in Business, Project Management, Public Administration, or related field.
  • PMP or equivalent project management certification required.
  • ITIL certification beneficial.
  • Knowledge of public sector governance standards or compliance frameworks (where applicable) is advantageous.

Required Experience

  • Significant project management experience within government, public sector, or regulated environments.
  • Demonstrated client engagement experience with senior public officials or regulatory bodies.
  • Strong understanding of the project life cycle in a compliance-driven environment.
  • Experience managing contractual scope, formal change control, and governance boards.
  • Proven ability to balance delivery objectives with public accountability, transparency, and financial constraints.
