Key Responsibilities
Conducting contract administration works, provide contractual suggestion or guidance to ensure compliance with contractual obligations and requirements
Providing technical supports on contract condition preparation and/or negotiations on request including terms and conditions, and contractual requirements, if requested;
Preparing cost estimation and budget report based on various types of project and different design stages
Providing cost control and contract works during contract execution period, including but not limited to payment management, change management and claims management (cost) and final account settlement management, in accordance with the project contract strategies and tender results
Monitor the contracts during the post contract period to ensure those contractual terms, conditions and requirements were properly implemented
Ensure proper implementing of contractual process or requirements for contractual claims, variations, payment (progress) claims, final accounts etc.
Supporting or coordinating project managers with other departments (eg. procurement and legal team) to resolve contractual disputes or discrepancies
Adopting professional methodologies for cost control throughout the project lifecycle to ensure the achievement of target project budget
Prepare various cost reports, cost analysis reports and financial reports (cashflow plans) during project implementation, in accordance with requirements from project team for both internal and external stakeholders
Lead the cost consultant to prepare various pricing documents (bill of quantities or schedule of rates etc.) in accordance with the tender documents and tender drawings provided, analysis and compare the tender submissions, and assist the team to complete the tender works
Identify cost risk items (in advance), and provide risk (cost) control items to assist project leaders implementation of corresponding measures with relevant departments
Requirements
BS degree or masters degree in Engineering and equivalent with minimal 10 15 years of experience in contract administration and cost control works with full lifecycle experiences in large-scale industrial or complex projects (experience in pharmaceutical, chemical and/or food projects are preferred)
Proven ability in construction project cost management including budgeting, control, progress measurement and reporting
Demonstrated ability to lead teams and build strong relationships for cross functional collaboration
Understanding of the technical and business aspects of projects to provide solutions to problems that require ingenuity and creativity
Experience in progress measurement methods such as Earned Value Management
Innovative thinking, adaptability to changing business environments, ability to withstand high work pressure
Integrity, self-awareness, and transparency
Language: fluent in English, prefer fluent bilingual with English and Chinese.
