We are seeking an experienced and detailed finance professional to manage the end-to-end grants management and reporting portfolio. Reporting to the Assistant Director (Finance), the role is responsible for ensuring effective utilization of grants, compliance with funding requirements, and robust governance across all grant-funded initiatives. The Manager will also oversee statutory and regulatory reporting, provide finance business partnering support to project owners, and play a key role in audit readiness and risk management. This is a highly collaborative role, working closely with both internal and external agencies to strengthen transparency, compliance and accountability in the organization's funding ecosystem.
Key Responsibilities
- Oversee the full grants lifecycle, including claims preparation, monitoring utilisation, reporting, and ensuring compliance with funding requirements and organisational policies.
- Provide guidance to project owners on compliance obligations, budget monitoring, and financial reporting.
- Maintain up-to-date knowledge of funding agency guidelines and regulatory frameworks.
- Support audits of grant-funded projects, including document preparation, clarifications, and follow-up on recommendations.
- Strengthen internal controls and ensure consistent application of financial and governance policies across grant projects.
- Lead statutory and regulatory reporting related to grant and project funding, including submissions to MCCY, Charity Portal FS, and other agencies.
- Prepare financial and compliance reports for management, funding agencies, and committees.
- Identify opportunities to enhance grant governance and reporting efficiency.
- Collaborate with the IT (finance systems) team to ensure accurate grant tracking and reporting.
- Serve as a finance business partner to departments, offering advisory support for funding proposals, financial decision-making, and compliance reviews.
- Support the Assistant Director (Finance) in secretariat duties for the Audit and Risk Committee (ARC), ensuring accurate reporting and governance documentation.
- Drive improvements to internal controls, accounting policies, and financial processes to strengthen compliance and operational efficiency.
- Participate in finance-related projects and organisational initiatives, including transformation of our finance systems.
Job Requirements
- Degree in Accounting, Finance, or related discipline; Chartered Accountant (Singapore) / CPA / ACCA qualification preferred.
- At least 6 to 8 years of progressive accounting/finance experience
- Experience in grants management (utilisation, compliance, reporting, and audits) within the non-profit, charity, or public sector is highly desirable.
- Strong knowledge of funding frameworks, reporting requirements, and regulatory submissions (e.g., MCCY, Charity Portal FS).

- Hands-on experience with accounting/ERP systems; prior knowledge of SAP is an advantage.
