Human Resources Manager (Generalist)

(1) Job Summary
- We are seeking a strategic and hands-on Human Resources Manager to lead the HR function of an established main contractor firm in Singapore.
- This is a hands-on generalist role covering recruitment, employee relations, compensation and benefits, performance management, training, HR policies and regulatory compliance.
- The successful candidate will work closely with management and operational teams to ensure that HR practices effectively support the company's workforce and business requirements.
- Candidates with experience in construction, engineering and/or other technical sectors are highly preferred.
(2) Job Scope
- Manage the full spectrum of HR functions across the organisation.
- Lead end-to-end recruitment, including manpower planning, sourcing, interviewing, offer management and onboarding.
- Work closely with department heads and project teams to understand manpower needs and address staffing requirements.
- Oversee employee lifecycle matters, including confirmations, transfers, promotions, contract renewals and resignations.
- Manage employee relations, grievances and disciplinary matters in a fair, consistent and timely manner.
- Develop, review and implement HR policies, procedures and employee handbook provisions.
- Ensure compliance with Singapore employment laws, MOM requirements and relevant industry regulations.
- Oversee payroll administration, employee benefits, leave, attendance and other HR operational matters.
- Manage work pass applications, renewals, cancellations and related matters for foreign employees.
- Support performance management exercises, salary reviews, promotions and bonus processes.
- Identify training needs and coordinate learning and development programmes.
- Advise management and employees on HR policies, employment matters and workplace issues.
- Maintain accurate employee records, HR documentation and reports.
- Support employee engagement, retention and workplace culture initiatives.
- Manage workplace injury, insurance and employee welfare matters where required.
- Lead and guide the HR team while ensuring the timely delivery of day-to-day HR operations.
- Participate in HR improvement projects and introduce more efficient systems and processes.
(3) Job Requirements
- Bachelor's degree in HR Management, Business, or a related field
- Professional HR certifications (e.g. IHRP, SHRM, CIPD) are a strong advantage
- Minimum 3 years of managerial HR experience
- Experience in engineering, construction, or technical sectors preferred
- Strong knowledge of Singapore labor laws and MOM guidelines
- Demonstrated experience in policy drafting, performance management, and C&B frameworks
- Proven success in talent acquisition and employee engagement strategy
- Excellent communication and stakeholder management skills
- Able to mentor junior HR staff and influence at all organizational levels
- Strong project management skills and ability to manage change initiatives effectively
- Proactive, strategic thinker with a strong hands-on approach
