Role Summary
We are seeking a hands-on and resourceful HR Manager who can balance both operational execution and strategic HR support across multiple markets in Southeast Asia.
This role will focus on ensuring smooth day-to-day HR operations while supporting the development, localisation, and implementation of HR policies and people processes across the region.
The ideal candidate enjoys building structure within a scaling environment and is comfortable moving between execution (contracts, onboarding, recruitment coordination) and systems thinking (policy frameworks, governance, and scalable workflows).
Key Responsibilities
1. Regional HR Operations
- Manage daily HR operations including onboarding, offboarding, employee documentation, and HRIS maintenance to ensure accurate and auditable records.
- Coordinate with finance or payroll partners to support benefits administration, leave management, and employee queries across regional offices.
- Develop and improve HR workflows, SOPs, templates, and documentation to create scalable and repeatable processes.
2. Talent Acquisition & Cross-Border Hiring
- Support end-to-end recruitment processes including sourcing coordination, candidate screening, interview scheduling, offer preparation, and onboarding readiness.
- Assist with cross-country hiring activities, including coordination of documentation, hiring processes, and external recruitment partners where required.
- Work closely with hiring managers to refine role requirements, interview processes, and selection standards in lean team environments.
- Support employee referral programmes and ensure smooth communication throughout the recruitment process.
3. Policy Development & Governance
Work with internal stakeholders to build and maintain practical HR policy frameworks that support organisational growth while ensuring compliance.
Key areas include:
- HR policies and employee handbook development, including leave, benefits, flexible work arrangements, disciplinary processes, and employee lifecycle governance.
- Employee data protection and HR data governance practices in partnership with internal compliance and data protection teams.
- Workplace health and safety programmes including training coordination, reporting processes, and incident management.
- Governance processes relating to contractors and external vendors where HR oversight intersects with compliance requirements.
- Maintaining a regional policy structure that combines core organisational standards with country-specific compliance requirements.
4. Compensation & People Analytics
- Conduct salary benchmarking exercises and maintain salary bands aligned with market practices and internal equity.
- Support compensation review processes with accurate data preparation and stakeholder coordination.
- Prepare HR dashboards and reports covering headcount, hiring metrics, turnover, time-to-fill, onboarding progress, and training or policy compliance.
5. Employee Experience & Culture
- Support initiatives that strengthen culture, teamwork, and employee engagement across distributed regional teams.
- Contribute to onboarding excellence and employee experience programmes.
- Assist in handling employee relations matters, responding to queries, and guiding resolution processes with discretion and professionalism.
6. Stakeholder Management
- Partner with business leaders and internal stakeholders to prioritise key HR initiatives including hiring, compliance, and organisational development.
- Coordinate with external partners such as recruiters, immigration advisors, insurers, benefits providers, and local HR consultants to support regional HR operations.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Approximately 47 years of HR experience, covering HR operations and recruitment within a dynamic or growing organisation.
- Demonstrated experience building practical HR processes and policies.
- Experience coordinating recruitment or HR activities across multiple markets.
- Strong proficiency in Microsoft Office tools and basic HR reporting or analytics.
- Experience supporting teams across Southeast Asia or coordinating regional HR requirements with local advisors.
- Familiarity with compliance areas such as data protection, workplace policies, or governance frameworks.
- HR certifications (e.g., SHRM, CIPD, or equivalent) or experience working in technology-driven organisations.
