Job Description

Job Summary:

The HR &Admin Manager is responsible for managing the full spectrum of human resource and administrative functions. This includes recruitment, onboarding, performance management, staff welfare, training, payroll support, and general office administration. The role ensures compliance with employment regulations while aligning HR practices with the company's goals. The HR & Admin Manager also plays a key role in building a positive, productive, and engaged workplace culture.

Key Responsibilities

Human Resources

  • Lead and manage end-to-end HR operations including recruitment, onboarding, confirmation, resignation, and exit processes.
  • Develop and implement HR policies, procedures, and employee handbooks in compliance with local labour laws and MOM regulations.
  • Handle employee relations, grievances, disciplinary matters, and conflict resolution.
  • Manage the employee performance appraisal process and support department heads with performance improvement plans.
  • Oversee staff welfare initiatives, employee engagement activities, and internal communications.
  • Maintain accurate HR records and manage the HRIS system.
  • Ensure compliance with employment laws, safety regulations, and company standards.
  • Coordinate work pass applications, renewals, and cancellations (WP/SP/EP).
  • Support payroll processing, leave, and attendance management.

Reporting & Compliance

  • Prepare monthly HR reports (e.g., headcount, turnover, leave utilisation).
  • Support internal and external audits related to HR and administration.
  • Safeguard confidentiality and ensure proper filing of employee and company records.

Administrative Functions

  • Oversee daily office administration including supplies, maintenance, and facility management.
  • Manage office contracts (cleaning services, equipment servicing, insurance, etc.).
  • Ensure smooth day-to-day operations.
  • Coordinate company events, meetings, and staff activities.

Training & Development

  • Identify training needs and coordinate relevant training programs.
  • Monitor training participation and evaluate training effectiveness.
  • Maintain training records for audits and compliance purposes.

Requirements

. Diploma/Degree in Human Resource Management, Business Administration, or related field.

. Minimum5 years of relevant HR & admin experience, with at least 2 years in a managerial role.

. Strong knowledge of Singapore labour laws and MOM regulations.

. Experience in payroll administration (Quick HR) and work pass applications.

. Excellent interpersonal, communication, and leadership skills.

. Highly meticulous, organised, and able to manage multiple priorities independently.

. Proficient in Microsoft Office and HRIS systems.

. HR certification (e.g., SHRM, IHRP) will be an advantage.
