Key Responsibilities
1. Recruitment & Workforce Planning
- Manage end-to-end recruitment for site and office staff (e.g. Project Engineers, QS, Supervisors, Workers)
- Coordinate manpower planning based on project requirements
- Liaise with recruitment agencies and overseas partners
2. Work Pass & Compliance
- Handle application, renewal, and cancellation of work passes (WP, S Pass, EP)
- Ensure compliance with Ministry of Manpower (MOM) regulations
- Monitor quota, levy, and pass validity
3. Payroll & Compensation
- Oversee payroll processing, including overtime, allowances, and deductions
- Ensure CPF contributions and statutory compliance
- Manage salary benchmarking and employee benefits
4. Employee Relations
- Address employee grievances and disciplinary matters
- Maintain proper documentation and HR records
- Support a positive and compliant work environment
5. Training & Development
- Coordinate mandatory safety courses (e.g. CSOC)
- Arrange skill upgrading and certifications
- Support staff development initiatives
6. Administration & HR Operations
- Manage onboarding and offboarding processes
- Prepare employment contracts and HR letters
- Handle insurance claims, medical matters, and leave administration
Requirements
- Degree in Human Resource Management or related field
- Minimum 5 years of HR experience in construction industry
- Strong knowledge of Singapore MOM regulations
- Experience handling foreign workers and dormitory arrangements
- Good communication and problem-solving skills

- Familiar with payroll systems and HR software
