ALPS - a subsidiary of SingHealth, was set up in 2018 as part of Ministry of Healths (MOH) strategic thrust in delivering value-based supply chain solutions to public healthcare.

As the public healthcare supply chain agency, we design and execute a national level end-to-end supply chain blueprint in partnership with 27 Public Healthcare Institutions (PHIs) in Singapore.

About The Role

This key leadership position combines advanced HR collaboration with direct oversight of talent acquisition, leading a team to design and implement innovative strategies that enhance both organizational performance and culture while securing effective talent pipelines. The role requires strategic vision, strong executive presence, and the flexibility to align HR practices with dynamic business goals.

Key Responsibilities

  • Strategic HR Leadership.
  • Serve as a key resource and advisor to the HR partnering and talent acquisition teams, supporting their efforts in designing and implementing effective strategies that align with organizational goals.
  • Provide thoughtful guidance in handling recruitment activities, offering expertise in developing talent pipelines and navigating executive hiring processes.
  • Advise on best practices in employee relations, assisting teams in the resolution of workplace issues and the management of grievances to foster a positive and equitable organizational culture.
  • Support ongoing development of HR practices and encourage collaboration, continuous improvement, and alignment with business objectives.

Talent Acquisition

  • Architect and lead talent acquisition strategies, ensuring the attraction and selection of top executive and critical talent across the organization.
  • Oversee the end-to-end recruitment process, partnering with business leaders to forecast future workforce needs and build robust talent pipelines.
  • Champion employer branding and talent marketing initiatives to position the organization as an employer of choice at industry and regional levels.
  • Establish partnerships with external agencies, executive search firms, and professional networks to broaden talent reach and diversity.

Employee & Labor Relations Leadership

  • Provide strategic oversight to employee relations, guiding the resolution of complex workplace issues, investigations, and industrial relations in collaboration with union representatives and legal counsel as appropriate.
  • Shape and evolve policies and practices that cultivate a positive, equitable, and resilient organizational culture.
  • Serve as executive liaison for employee engagement, grievance management, and culture-building initiatives, ensuring alignment with enterprise values and regulatory frameworks.

Stakeholder Management

  • Build and nurture trusted partnerships with leaders and key external stakeholders across department and sites.
  • Deliver clear communication of HR agendas, talent initiatives, and business impact to executive audiences and employees alike.

Qualifications & Experience

  • Bachelors degree in Human Resources, Business Administration, Organizational Development, or relevant field preferred.
  • 10+ years of progressive HR experience with a track record of leadership in HR business partnership and talent acquisition, preferably in complex or matrixed organizations.
  • Demonstrated capability to drive enterprise-level HR strategy and partner with executive leadership.
  • Deep knowledge of employment legislation, organizational development, and contemporary talent management practices.
  • Exceptional executive communication, negotiation, and influence skills.
  • Proven experience leading teams and managing large-scale change or transformation projects.
  • Commitment to advancing diversity, equity, and inclusion at all levels of the organization.
  • High level of integrity, discretion, and executive presence.

Preferred Skills

  • Significant experience in strategic HR leadership, talent acquisition oversight, and organizational design.
  • Expertise in HR analytics and workforce planning.
  • Track record in employer branding, talent marketing, and driving culture change.
  • Experience managing relationships with unions, regulatory agencies, and industry groups.
  • Multilingual communication skills.

Working Conditions
