We are a Singapore-based structural subcontractor specialising in reinforced concrete works, including rebar, formwork and concreting.

The company undertakes labour-only and labour-and-material subcontracts, and manages a workforce of approximately 400 employees across multiple construction sites in Singapore. Our core business focuses on workforce mobilisation, site execution, productivity improvement, cost management and timely project delivery.

Job Description

We are seeking an experienced General Manager, Construction Operations to oversee the company's construction workforce, site operations and project execution in Singapore.

This role is responsible for manpower planning, recruitment coordination, project sourcing support, subcontracting operations, workforce deployment, site execution, productivity improvement, cost control and compliance management across multiple active construction projects.

The successful candidate is also expected to contribute to the company's business growth by supporting the sourcing and securing of construction projects, and by taking responsibility for operational cost performance and project delivery outcomes.

Key Responsibilities

1. Project Sourcing and Business Development Support

  • Identify and follow up on potential construction and structural subcontract opportunities in Singapore

  • Support the company in sourcing new projects and expanding business opportunities with main contractors and industry partners

  • Build and maintain working relationships with main contractors, developers, consultants and relevant project stakeholders

  • Participate in project discussions, operational reviews and tender-related coordination where required

  • Support management in assessing project requirements, manpower needs, operational feasibility and execution risks before project acceptance

2. Workforce Planning and Recruitment Coordination

  • Plan workforce requirements based on project schedules, awarded works and site progress

  • Coordinate overseas recruitment and mobilisation of construction workers for ongoing and upcoming projects

  • Oversee onboarding, renewals, transfers and repatriation processes

  • Support the development of a stable and sufficient workforce pipeline for operational needs

3. Workforce Management

  • Oversee attendance, discipline and performance of the construction workforce

  • Handle worker feedback, misconduct issues and employment-related matters

  • Coordinate work injury cases, medical arrangements, insurance matters and worker welfare issues

  • Implement workforce retention and productivity improvement measures

4. Site Operations Management

  • Oversee manpower deployment across active construction sites

  • Allocate workers according to site progress, work sequence and operational requirements

  • Attend coordination meetings with main contractors and internal project teams

  • Resolve day-to-day manpower and site operational issues

  • Ensure projects are executed in accordance with construction schedules, quality expectations and operational requirements

5. Productivity and Operational Performance

  • Establish and monitor productivity targets for structural works

  • Track worker output, labour utilisation and site efficiency

  • Implement measures to improve productivity and reduce downtime

  • Monitor manpower-related operational performance indicators

  • Drive operational improvements to enhance efficiency, output and project performance

6. Structural Construction Execution

  • Plan and manage manpower deployment for rebar, formwork and concreting works

  • Ensure smooth workflow in accordance with project programme and site priorities

  • Optimise manpower allocation across multiple projects

  • Support timely completion of structural works in coordination with project teams and main contractors

7. Cost Control and Profitability

  • Monitor and control manpower and operational costs in line with project budgets

  • Take responsibility for project cost performance, labour efficiency and operational profitability

  • Review cost utilisation, manpower deployment efficiency and project resource allocation to support margin improvement

  • Support tender costing, budget planning and operational cost assessments for new and existing projects

  • Maintain proper records of manpower deployment and completed work to support project administration, claims and commercial tracking

8. Compliance

  • Ensure compliance with relevant MOM, BCA and WSH requirements

  • Maintain proper workforce and operational records for audit readiness and compliance purposes

Requirements

  • Degree qualification

  • At least 10 years of relevant experience in construction manpower management, site operations and project execution in Singapore

  • Experience in managing foreign construction workers in the local construction industry

  • Experience in workforce planning, recruitment coordination, worker deployment and repatriation processes

  • Practical site experience in reinforced concrete structural works, including rebar, formwork and concreting

  • Experience in supporting project sourcing, subcontractor operations, tender coordination and contractor engagement would be an advantage

  • Demonstrated ability to manage project cost, labour productivity and operational performance across multiple projects

  • Strong coordination, negotiation, problem-solving and operational management skills

  • Able to work in a fast-paced operational environment in accordance with project requirements

Language Requirements

  • Proficient in English

  • Working proficiency in Mandarin would be an advantage, as the role involves communication with foreign workers and overseas recruitment counterparts

Working Hours

This is an operational leadership role. The candidate may be required to work beyond standard working hours, including weekends and public holidays, where necessary to support business development, site operations and project requirements.
