This role is responsible for regulatory compliance, process safety governance, occupational health programs, and fostering a strong safety culture across project and plant environments. Lead and drive all Health, Safety & Environmental (HSE) initiatives for a chemical project and subsequent manufacturing operations in Singapore.
Responsibilities
HSE Leadership & Governance
- Lead the development, implementation, and continuous improvement of site-wide HSE management systems in compliance with Singapore regulatory requirements.
- Provide strategic HSE oversight during project execution and transition into steady-state manufacturing operations.
- Serve as the appointed Hazardous Substances (HS) license holder and ensure full regulatory compliance.
- Act as Site Management Officer (SMO) during public health emergencies.
Regulatory Compliance & Audits
- Manage all regulatory permits, licenses, submissions, and statutory requirements in accordance with Singapore's regulatory framework.
- Lead internal and external HSE, sustainability, and compliance audits.
- Interface with regulatory authorities, project owners, contractors, and senior management on HSE matters.
Process Safety & Risk Management
- Develop and maintain robust Process Safety Management (PSM) systems including:
- Risk assessments and HAZOP reviews
- Management of Change (MOC)
- Pre-startup Safety Reviews (PSSR)
- Safe chemical handling and manufacturing permitting
- Review new processes and lead associated risk assessments.
- Lead incident investigations and ensure effective corrective and preventive actions.
Occupational Health, Emergency & Security Management
- Lead Occupational Health and Industrial Hygiene programs.
- Develop and maintain site emergency response plans; conduct drills and workforce training.
- Implement and manage site security programs aligned with corporate standards.
- Monitor and analyze injury, illness, and incident performance metrics to drive continuous improvement.
Safety Culture & Engagement
- Promote a proactive safety culture through training, safety meetings, leadership engagement, and visible HSE advocacy.
- Communicate findings, risks, and corrective actions clearly to stakeholders to ensure timely resolution.
Requirements
- Degree in Engineering or related discipline; postgraduate qualification in HSE is an advantage.
- Minimum 810 years of HSE experience within chemical manufacturing facilities in Singapore, including exposure to construction safety in project environments.
- Registered Workplace Safety & Health Officer (WSHO) with MOM and certified Fire Safety Manager (FSM).
- Strong knowledge of chemical properties, industrial hygiene principles, and safe work practices.
- In-depth understanding of Singapore's WSH and environmental regulations, with hands-on experience engaging regulatory agencies.
- Experience implementing and maintaining ISO 45001 and ISO 14001 management systems.
- Proven experience conducting safety audits.
- Strong analytical, organizational, and communication skills.
