Job Description

[What the role is]

The National Environment Agency (NEA) is seeking an experienced safety professional to lead workplace safety and health (WSH) initiatives across after-death operations at NEA-managed facilities. As a WSH Champion, you will spearhead comprehensive safety programmes aimed at achieving zero accidents whilst safeguarding staff and visitor wellbeing. Working in partnership with NEA departments, WSH committees and offices, you will identify, evaluate, and mitigate WSH risks effectively to support our commitment to delivering safe and dignified after-death services.

[What you will be working on]

You Will Be Responsible For The Following

  • Strategic Safety Leadership: Develop and implement comprehensive WSH procedures and programmes tailored for after-death services operations. Establish safety governance frameworks, conduct risk assessments, and ensure full compliance with Ministry of Manpower (MOM), Building and Construction Authority (BCA) regulations and other statutory guidelines.
  • Performance Monitoring and Compliance: Establish systems to collect and analyse WSH incidents, near misses, and performance indicators. Conduct systematic inspections, manage permit-to-work systems for high-risk activities, and implement immediate safety interventions when necessary.
  • Safety Culture Development: Foster transparent safety reporting systems and lead the development of a proactive safety culture through training programmes and engagement initiatives. Conduct regular WSH meetings, toolbox sessions and refresher trainings (where applicable) to ensure all staff and contractors are up to date on safety-related matters
  • Stakeholder Engagement: Work collaboratively with NEA departments, partners, and government agencies to address WSH-related matters. Investigate and resolve public feedback whilst continuously reviewing safe work procedures to enhance safety standards and compliance by all users of the facilities.

[What we are looking for]

Requirements

  • Engineering background (Electrical/Mechanical preferred) with professional qualifications in occupational safety and health
  • Comprehensive knowledge of Singapore WSH Act, MOM and BCA safety regulations
  • Proven expertise in WSH management with qualification to conduct safety assessments for high-risk activities
  • Minimum 8-10 years of WSH management experience in operational settings with demonstrated leadership responsibilities
  • Proven track record and experience in conducting internal and external WSH audits, compliance audits, and management system audits
  • Registered WSH Officer or Specialist Diploma in WSH (or equivalent) will have an added advantage
  • Experience as an Occupational Hygiene Officer will have an added advantage.
  • Trained practitioner of ISO9001/45001 will also have added advantage.
  • Excellent communication and leadership skills, particularly when engaging sensitively with the public during difficult circumstances
  • Strong analytical and problem-solving abilities with proficiency in Microsoft Office applications
  • Ability to handle challenging situations with professionalism and empathy
  • Good problem-solving, writing and communication skills with meticulous attention to detail
  • Comfortable working in after-death services environment
  • Available to work weekends and public holidays as required
