Job Description

Job Responsibilities

Operation

  • Direct and lead Building Management team for works to be carried out in accordance with requirements and ensure no service disruptions and delays.
  • Implement periodical inspections to identify and address any building anomalies and defects in a timely and cost-efficient manner.
  • Supervise and ensure works carried out are complying with OHS regulations, building safety standards, regulatory and contractual requirements.
  • Manage service requests and faults to ensure timely response and closure.
  • Search and evaluate new technologies that can improve productivity and achieve better cost efficiency.
  • Coordinate with car park users, tenants on all parking matters and handle all enquires on car park related matters.
  • Manage the sales, renewal, termination, and programming of season parking permit.
  • Daily settlement report checks for hourly parking (NETS & LTA) and monthly reconciliation on NETS and LTA settlement vs actual bank statement receipts.
  • Liaise with carpark system vendor, NETS and LTA on all operation matters.
  • Prepare and submit periodic management reports on car park usage, revenue, and operational issues.
  • Contribute and support Marcom events and requests for timely event execution.

Cost Management

  • Develop annual operating and capital expenditure budgets for all works to be carried out based on building plans and operation requirements.
  • Manage and control expenditures to be within budget.
  • Manage, track, and verify payments to term contractors for works that are completed and to our satisfaction.

Contract Management

  • Develop tender specifications for term contract renewals to ensure no disruption to building services and soft services.
  • Evaluate tender submissions for recommendations to award.
  • Evaluate vendors performance to identify areas for improvement.
  • Plan work schedules and monitor attendance of both internal staff and outsourced service providers for compliance with requirements.
  • Participate in new contract models evaluation for better cost efficiency and productivity.

Other Operation Support

  • Perform duties as the appointed Senior Fire Safety Manager (SFSM) for the premises.
  • Ensure compliance with all fire safety regulations, SCDF requirements, and statutory obligation.
  • Conduct fire evacuation drills and tabletop exercises in compliance with SCDF's regulations, including CERT training and audit by the Singapore Civil Defence Force (SCDF).
  • Part of Company Emergency Response Team (CERT), assist in table-top exercises and fire evacuation drills.
  • Support the implementation and maintenance of Integrated Management System.
  • Conduct regular safety inspections and ensure compliance with workplace health and environmental policies.
  • Assist in conducting regular safety audits and inspections, addressing any compliance issues and implementing corrective actions as needed.
  • Maintain proper records and documentation related to operations, safety and compliance to support audits and internal reviews.
  • Prepare and update As-Built drawings in AutoCAD.
  • Any other duties and ad-hoc projects as assigned.

Job Requirements

  • Degree in Facilities Management, Engineering or equivalent.
  • Minimum 5 years of relevant experience in facilities management, preferably in real estate industry.
  • Certified Senior Fire Safety Manager (SFSM) registered with SCDF is required.
  • Strong proficiency of using AutoCad.
  • Candidates with industry relevant certifications such as GMA, GMAP, GMAAP, Water Efficiency Manager will have an added advantage.
  • Able to lead, guide and coach team members.
  • Good communication and presentation skills to collaborate with management and internal stakeholders across the organization.
  • Strong team player and able to collaborate with colleagues, contractors/vendors, and external stakeholders to achieve common goals and objectives.
  • Adaptable and have a positive attitude towards learning.
  • Proficient in MS Office applications.
