Job Description

We are seeking a Technical Software Project Manager to lead and govern delivery of high-sensitivity government systems under a PubSec / GovTech programme. The role requires hands-on understanding of software architecture, secure SDLC, integration-heavy systems, and the ability to drive delivery across internal teams, vendors, and government stakeholders.

This role demands technical authority, delivery rigour, and discretion.

Clearance Requirement (Mandatory)

Must be eligible for :PubSec/ GovTech security clearance

Key Responsibilities

1. Technical Project Delivery

. Own end-to-end delivery of software systems across requirements, design, build, testing, deployment, and
stabilisation

. Drive delivery of secure, scalable, and compliant platforms aligned to GovTech standards

. Translate high-level policy or operational objectives into clear technical delivery plans

. Ensure alignment between solution architecture, engineering implementation, and delivery milestones

2. Architecture & Engineering Alignment

. Work closely with solution architects, engineers, and platform teams

. Review and challenge:

. Application architecture

. Integration designs (API, messaging, data flows)

. Non-functional requirements (security, performance, availability, auditability)

. Ensure adherence to GovTech, IM8, PDPA, and security baseline requirements

3. Secure SDLC & Governance

. Enforce secure SDLC practices including:

. Code reviews

. CI/CD governance

. Vulnerability remediation tracking

. Environment controls

. Manage design reviews, technical sign-offs, and change governance

. Ensure audit-ready documentation and traceability

4. Stakeholder & Vendor Management

. Act as the primary delivery interface with associated government agencies

. Manage SI partners, product vendors, and subcontractors

. Control scope, dependencies, and delivery risks across multiple parties

. Handle escalations with clarity, data, and composure

5. Planning, Risk & Controls

. Build and manage:

. Integrated delivery plans

. Dependency maps

. Risk & issue registers

. Proactively identify risks related to:

. Security

. Integration complexity

. Data migration

. Operational readiness

. Drive mitigation actions early - no reactive firefighting

6. Testing, UAT & Cutover

. Oversee SIT, UAT, security testing, and operational readiness

. Coordinate cutover, rollout, and hypercare

. Ensure proper handover to operations with runbooks and KT completed

Required Experience & Skills

Must-Have

. 8-12+ years in software project or technical programme management

. Proven experience delivering government, defence, law enforcement, or highly regulated systems

. Strong understanding of:

. Software architecture & SDLC

. APIs, integrations, databases

. Cloud or on-prem secure environments

. Comfortable working with architects and senior engineers

. Strong documentation, governance, and communication skills

Highly Preferred

. Experience with GovTech / Public Sector programmes in Singapore

. Exposure to security-sensitive or classified environments

. Document Management and Case Management systems

. Familiarity with:

. IM8 / PDPA / GovTech security standards

. Audit and compliance-driven delivery

. Background as a technical lead, engineer, or solution architect before moving into PM roles

. Not a PMO or reporting-only role

. Not a purely functional or business PM role

. Not suitable for candidates without technical depth
