The Talent Acquisition Manager owns and drives our endtoend hiring strategy across Singapore, the Regional Headquarter for Barry Callebaut's (BC) AMEA region. This role is pivotal in shaping our talent landscapeensuring highquality, ontime recruitment delivery, building strong and sustainable talent pipelines, and partnering with business leaders to bring the best talent into the organization, the key element to BC's evolvement.
The Talent Acquisition Manager will also support the Regional HR Business Partners and cross-functional partners on broader people strategy projects across the region, to ensure our talent and people strategies are aligned with business goals and future-ready.
MAIN RESPONSIBILITIES & SCOPE
1. Recruitment Delivery & Operational Excellence
- Lead and manage the full recruitment lifecycle across all functions, ensuring ontime, quality hiring delivery aligned to business needs.
- Partner closely with hiring managers to define requirements, craft sourcing strategies, and ensure a seamless interview and selection process.
- Maintain high standards of data accuracy, reporting, and compliance across all TA systems and processes.
- Support recruitment for other countries in the region, when needed
2. Strategic Talent Pipelining
- Proactively build and nurture strong talent pipelines for critical, niche, and high-volume roles to support scaling needs and reduce time-to-fill.
- Leverage market insights, talent intelligence, and competitive benchmarking to inform People Strategy
- Establish relationships with external partners, talent communities, universities, and industry networks.
3. Talent Acquisition Strategy Ownership
- Own and execute the country-level TA strategy, ensuring alignment with regional and global priorities.
- Provide strategic consultation to senior leaders on market dynamics, and sourcing feasibility.
- Drive initiatives that enhance candidate experience, employer branding, and hiring manager capability.
4. Stakeholder Management & Business Partnership
- Act as a trusted advisor to business leaders, providing data-driven insights and hiring recommendations.
- Collaborate with HRBPs and COEs to ensure consistent, holistic talent strategies across the employee lifecycle.
- Thought Partnering with Country HR Leads on local talent acquisition solutions.
- Lead regular business reviews, reporting on hiring performance, pipeline health, and market trends.
5. TA Projects & Continuous Improvement
- Champion continuous improvement across TA processes, tools, and workflows.
- Drive country-level programs related to employer branding, recruiting technology, candidate experience, and DE&I hiring.
- Support regional TA initiatives and contribute to best-practice sharing across markets.
- HR Projects
- Partner and support Regional Talent Acquisition Lead & Regional HR Business Partner Functions & People Strategy, AMEA and contribute to the design and execution of regional people strategy initiatives, including talent development, workforce planning, employee engagement, diversity & inclusion and organizational effectiveness.
- Independently lead regional projects, from initiation to completion, that are aligned with the regional people strategy. This includes project management, stakeholder engagement, project monitoring, and reporting.
- Support and partner in the development and communication of a compelling Employee Value Proposition (EVP) to attract and retain top talent
- Collaborate with the regional Talent Acquisition Lead and regional peers on initiatives such as Talent market mapping and pipelining, recruitment process optimization, Diversity, Equity & Inclusion (DEI) hiring strategies and Employer branding campaigns
- Partner with Heads of HR and Centers of Excellence to align talent initiatives with broader people and culture goals.
- Use data and insights to support strategic decision-making and identify opportunities for improvement in employee engagement, retention, and development.
- Support change management and communication efforts for people-related programs and initiatives.

EDUCATION, LANGUAGE, SKILLS & QUALIFICATIONS
- Bachelor's degree in human resources, Business, or a related field
- Strong stakeholder management and influencing skills across multiple levels and cultures.
- Fluent in English Language (Both Oral & Written)
- Excellent communication and interpersonal skills
- Excellent Project Management skill
ESSENTIAL EXPERIENCE & KNOWLEDGE / TECHNICAL OR FUNCTIONAL COMPETENCIES
- 7+ years of experience in talent acquisition in external agency and in-house TA context, with a strong focus on strategic initiatives.
- Demonstrated ability to lead or support regional or global talent programs.
- Analytical mindset with experience using data to drive decisions.
- Familiarity with HR systems, ATS platforms, and talent analytics tools.
- Comfortable working in a fast-paced, matrixed, and multicultural environment.
