URGENTLY HIRING CLOUD SERVICE DELIVERY DIRECTOR (ATFM)

We are seeking a seasoned and resilient Cloud SDD to lead our Agency Tenant Facilities Management (ATFM) cloud operations. In this critical leadership role, you will oversee tenant workloads within the Government Commercial Cloud (GCC), with a strong emphasis on AWS-based architecture.

Key Responsibilities

1. ATFM Cloud Operations & Service Management

• GCC Operations Leadership: Design, implement, and manage highly available, scalable, and resilient AWS infrastructure supporting mission-critical government applications.
• Operational Excellence: Lead the ATFM engineering team in delivering reliable, efficient day-to-day infrastructure operations across multiple tenant agencies.
• Automation & Observability: Drive adoption of automation and infrastructure-as-code (IaC) practices (e.g., Terraform, CloudFormation, Ansible) alongside robust monitoring and alerting frameworks.
• Incident Management: Own high-severity incidents, ensuring rapid response, effective containment, and minimal disruption to public services.
• Tenant Lifecycle Management: Oversee the full lifecycle of tenant environments, including onboarding, capacity planning, performance optimization, and ongoing support.

2. Services Governance & GCC Migration

• Cloud Readiness: Lead in-depth assessments of legacy and on-premises systems transitioning to AWS within the GCC environment.
• Migration Delivery: Define and execute structured migration roadmaps, ensuring seamless application onboarding and adherence to timelines and resource plans.
• Cost & Financial Governance: Monitor and optimize cloud spend across agencies, implementing strong cost control mechanisms to ensure prudent use of public funding.
• Stakeholder Engagement: Collaborate with GovTech teams, agency stakeholders, and security partners to align delivery with Whole-of-Government (WOG) digital strategies.

3. Infrastructure Security & Compliance (IM8 / WOG)

• Regulatory Compliance: Ensure full alignment with IM8 policies, CSA guidelines, and public sector data classification standards.
• Identity & Data Protection: Enforce robust security controls, including IAM, MFA, encryption, and network segmentation.
• Threat Monitoring: Oversee continuous monitoring using tools such as AWS GuardDuty and Security Hub to detect and mitigate threats proactively.
• Security Assurance: Lead vulnerability management, patching cycles, penetration testing, and periodic compliance audits.
• Disaster Recovery: Establish and validate secure backup and recovery strategies, including conducting regular WOG-aligned DR exercises.

Minimum Requirements

• Education: Bachelor's degree in computer science, Information Technology, or a related discipline.
• Experience: 10 years in IT operations, including 7-8 years in enterprise cloud environments.
• Public Sector Expertise: Proven experience in GCC or strong familiarity with Singapore public sector ICT governance frameworks.
• AWS Expertise: Deep architectural and operational knowledge of AWS services and cloud-native delivery models.
• Compliance Knowledge: Strong understanding of IM8, MTCS, or similar regulatory frameworks.
• Tooling: Proficiency in IaC tools (Terraform, CloudFormation) and configuration management platforms (Ansible, Chef, Puppet).
• Service Management: ITIL-based service delivery experience.
