About the Role

We are seeking a Senior Tender Manager to serve as the commercial engine of high-stakes infrastructure bids. Reporting directly to the Senior VP (Contracts & Procurement), you will hold end-to-end ownership of the commercial strategy and pricing for mega-infrastructure projects valued at S$200M and above. This is a sleeves-up leadership role designed for a veteran professional who thrives on technical rigor and the complexity of Singapore's most critical public infrastructure tenders.

Key responsibilities include:

  • Drive 1st-Principles Costing: Lead the estimation process by building comprehensive cost models from scratch, breaking down labor, plant, and productivity rates rather than relying on historical benchmarking.
  • Lead Mega-Tender Submissions: Manage and coordinate the full lifecycle of major infrastructure bids, ensuring all commercial and technical inputs align with winning strategies.
  • Strategic Commercial Oversight: Translate technical method statements into competitive commercial pricing strategies, ensuring accuracy in margins and technical-commercial compliance.
  • Team Coordination & Management: Oversee and mentor a dedicated team of estimators and commercial staff, fostering a high-performance environment focused on accuracy and meeting authority deadlines.
  • Stakeholder Collaboration: Partner with engineering and planning teams to ensure a unified approach to project bids, while providing strategic updates directly to senior leadership.

Requirements

Minimum/Core Requirements:

  • At least 15 years of demonstrated experience in infrastructure tendering, with a specific focus on the Singapore market (e.g., public infrastructure sectors).
  • Expert-level mastery of 1st-principles cost build-up, with the ability to independently develop rates for labor, plant, and materials.
  • Proven track record of leading and winning high-value civil engineering bids exceeding S$200M.
  • Extensive experience working within an A1 Main Contractor environment.
  • Strong leadership capabilities with experience coordinating multi-disciplinary bid teams.

Preferred/Bonus Requirements:

  • Specialized background in heavy civil works such as MRT, roads, sewerage, or drainage infrastructure.
  • Demonstrated ability to integrate technical methodology seamlessly into commercial cost structures.
