Senior Manager, Technology Transfer Office (Operations & Contract Management)

This position is responsible for structuring and securing research collaboration obligations and deliverables through contractual agreements to ensure compliance with institutional policies, grant and contractual term and conditions and any government regulations and protect SIT's interest. This role involves drafting and negotiating various research-related contracts to secure win-win deals with efficient operational processes, systems and guidelines to ensure timely execution of research collaboration and licensing agreements.

Job Responsibilities

  • Contract Management

Contract Structure

Assist to develop new agreement templates to suit new collaboration modes

Regularly review existing agreement templates to be practical, industry relevant and address contractual gaps.

Establish Pre-Approved Contractual Guidelines

Collate a database of pre-approved contractual guidelines to guide Technology Transfer Office (TTO) officers negotiate deviations of contractual clauses.

Negotiation and Drafting

Negotiate and draft research collaboration agreements, ensuring terms are clear, fair, and compliant with institutional policies, legal standards, grant terms and regulatory requirements.

Stakeholder Engagement

Collaborate with internal stakeholders (faculty, researchers, legal teams) and external partners (industry, government agencies) to facilitate research collaborations to secure win-win deals, within specified turnaround time and protecting interests of SIT.

Compliance and Risk Management

Ensure all agreements comply with university policies, legal requirements, and funding agency guidelines.

Identify and mitigate potential risks associated with research collaborations.

Intellectual Property Management

Protect and manage intellectual property (IP) arising from collaborative research.

Advise on IP rights and responsibilities within research agreements.

Monitoring and Reporting

Track the progress of research collaborations and ensure timely completion of agreement and licensing milestones are met.

Provide regular reports on the status and outcomes of research agreements.

Follow-up on research output disclosure and adoption of IP to report on value capture and impact stories of research output.

Training and Support

Provide guidance and training to researchers and staff on the processes and best practices for research collaboration agreements.

Support researchers in understanding their contractual obligations and rights.

  • Operational Excellence

Assist to implement digital transformation strategies to streamline research collaboration agreements, licensing, and IP adoption processes.

Support digital initiatives with organizational goals to enhance efficiency and effectiveness.

Assist to implement continuous improvement in contract management processes through the adoption of digital solutions.

Support implementation of workflows are efficient, transparent, and audit-ready, enhancing overall operational excellence.

  • System Integration and Management

Assist to collate and provide user requirements of an end-to-end applied research system to support the entire lifecycle of research, from research collaboration to commercialization and value capture of research output.

Assist AD in the oversight of the integration, user testing and commissioning of digital tools, solutions and platforms, such as contract and IP management systems, to ensure seamless processes, data flow and accessibility.

Assist to implement interim solutions/stop gap measures for smooth operations pending commissioning of system.

Support continuous improvement in system development and maintenance.

Job Requirements

A good tertiary qualification and technology transfer knowledge in one or more of the following domains: engineering, healthcare, infocomm technology, food or biotechnology

At least 8 years of direct experience in technology transfer, IP management skills and knowledge of Singapore IP laws

Have experience in negotiating research collaboration and licensing agreements

Ability to work collaboratively with diverse stakeholders and manage multiple projects simultaneously in a fast-moving environment

Meticulous, possess strong analytical skills, have excellent contract negotiation and communication skills

Proficient in MS office applications
