You will be a part of HPB's Preventive Health Programmes & Rewards Division, specifically within the Rewards Department, where you will play an integral role in driving, designing and/or implementing reward-based initiatives that inspire Singapore residents to embrace healthier lifestyles, thereby advancing HPB's vision of A Nation of Healthy People

[What you will be working on]

As a key member of the Rewards Department, you will serve as the Programme Manager responsible for the following strategic areas:

Policy & Governance: You will lead ongoing efforts to maintain robust rewards policy and governance frameworks whilst delivering expert advisory support for Healthpoints award use cases to diverse stakeholders across HPB, public agencies, and healthcare clusters. This encompasses conducting strategic reviews to ensure framework relevance and effectiveness, partnering with Finance to oversee monetary incentive flows, and collaborating with process owners and auditors to uphold high standards in work processes, data integrity, and system security.

Programme Operations: You will oversee end-to-end operations for flagship programmes including Healthier SG, MediShield Life premium discounts, and healthcare cluster Healthpoints award initiatives. Success requires building strong partnerships with MOH, CPFB, and healthcare clusters to achieve seamless programme delivery, precise billing processes, and targeted customer communications. You will also drive transformational process improvements that strengthen team capabilities, boost productivity, and co-create sustainable frameworks for operational excellence.

[What we are looking for]

An ideal candidate will be a dynamic and self-motivated individual with at least 3 years of relevant working experience in rewards or loyalty programme policy development, governance or audit management, operations management, data analysis, or project management. Experience in multi-agency coordination and stakeholder management will be an added advantage. The candidate should hold a bachelor's degree in public health, business, statistics, system design, or other related discipline. The candidate should also possess:

  • Good analytical and problem-solving skills with ability to learn new processes and help improve how things work.

  • Strong communication and relationship management skills with ability to work effectively with people at different levels and coordinate across agencies.

  • Proactive, resourceful mindset with the initiative to work independently and deliver results.

  • Clear written and verbal communication skills, and proficiency in MS Office.
