The Operations Policy & Data Division (OPD) sits within the Disability Support and Services (DSS) Group and oversees strategy and service transformation for government-funded disability programmes and schemes. Our team analyses and reviews the impact of policy changes on disability programmes as well as develops initiatives to ensure that these programmes are effective and operationalizable to meet their intended outcomes for persons with disabilities served.
We work with internal and external stakeholders to translate policy into operationalizable plans and design transformative solutions to streamline workflows, enhance system capabilities, and raise service standards of disability programmes to ensure positive impact to our clients.

Duties and Responsibilities
The incumbent hired for this role will drive OPD's sector ops-tech workstream. The role will require cross-functional work with both internal and external stakeholders, from start to end, to build subject matter expertise; understand top-of-mind challenges; and collaborate with partners to scope and implement initiatives with high potential for positive impact.
- Conduct Needs Analysis and Tech Scanning
- Engage disability social service agencies (SSAs) to identify service delivery challenges and barriers to tech adoption
- Distil and prioritize findings into key problem statements for OPD's further efforts
- Conduct tech scanning to identify technologies and solutions with potential to address problem statements
- Where necessary, scope and manage consultancy studies by external vendors build knowledge and expertise in this field (this will include conducting tenders to appoint vendors to conduct such studies)
- Catalyze and Oversee Tech Pilots
- Design pilot projects end-to-end to conduct POCs/POVs on high potential technologies
- Identify, secure, and convene key partners and resources to co-create, structure, and realize tech pilots
- Determine and evaluate success metrics for pilot projects
- Manage delivery of tech pilots (e.g. regular check-ins with pilot partners, interim progress reports)
- Scale Validated Tech to Wider Disability Sector
- Secure management and stakeholder buy-in of validated tech (i.e. technologies that have demonstrated positive results from pilots)
- Identify levers and resources to increase adoption of validated tech in government-funded disability programmes, and follow-through on efforts to scale validated tech to the sector
- Strategic Engagements and Reporting
- Work with team leaders and SGE's management to develop and articulate SGE's position and views on matters related to sector ops-tech, in preparation for high-level meetings/forums/engagements
- Lead consolidation of project updates when required
- Other Duties
- The incumbent may also be expected to contribute to other workstreams and initiatives related to ops strategy and standards (e.g. where there are overlaps between other workstreams and sector ops-tech)
- The incumbent may also be expected to take on secretariat duties and any other ad-hoc duties as assigned
- Degree in any discipline, with at least three to five years of professional experience, ideally with demonstrated experience in policymaking or ops policy. Experience in the public or healthcare sector will be viewed favourably.
- Ability to understand, identify, evaluate, and communicate considerations around the use of tech in disability programmes to both technical and non-technical audiences. (Note: This is not a tech development role. Technical skills such software/hardware development and engineering are not required.)
- Strong stakeholder management and interpersonal skills to engage, influence, and build partnerships.
- Skilled in communicating ideas, concepts, and recommendations clearly and convincingly, with good presentation and writing skills.
- Demonstrated ability in project management, including developing SOPs, monitoring outcomes, and driving continuous improvement; highly organised, meticulous, and able to manage multiple priorities under tight timelines.
- Excellent analytical skills, with the ability to zoom in and out of issues; experienced in drawing insight from both quantitative and qualitative data to inform policies, programme design, and impact measurement.
- Able to contribute as part of a team, while working independently on individual responsibilities.
- Comfortable with ambiguity and adaptable to changing circumstances.
- Courage to propose and test new ideas, and learn from successes and failures.
- Strong passion for creating positive social impact and disability inclusion is a must.
- Preferred: Functional knowledge of at least one innovation approach/methodology (e.g. design thinking, systems thinking, behavioural science, futures thinking, or equivalent), demonstrated through previous work experience, involvement in standalone projects, or completion of relevant courses.
