We are seeking a skilled and experienced Senior Manager, People Services to lead the development and delivery of best-in-class employee services, HR operations, and people processes. This role ensures a seamless employee experience across the full lifecycle, from onboarding to offboarding, and is responsible for driving continuous improvement in HR service delivery. The role oversees a team responsible for HR systems, employee data management, compliance, and employee support.
Key Responsibilities:
- People Services & Policies Development
- Lead, mentor and inspire the People Services team, with an aim of delivering seamless and efficient HR services covering areas such as on/offboarding, payroll, benefits administration and HR helpdesk services
- Lead process re-engineering efforts to achieve service optimization through self-service opportunities, and workflow enhancement and automation, to enhance user experience
- Develop and improve HR policies, procedures, and systems to increase operational efficiency and compliance.
- Partner with COEs (Compensation, Talent, etc.) and business HR to improve employee experience.
- Manage employee transfers and onboarding documentation related to re-organisations across local and overseas business entities
- Review HR services across the ComfortDelGro Group and collaborate with Management to explore centralisation opportunities for better resource optimisation.
- Payroll and Project Management:
- Oversee payroll processes to ensure payment timeliness and accuracy.
- Partake in the Global HCMS transformation project in areas relating to People Services such as data digitisation and analytics and service workflow. Contribute to current system implementation by providing inputs to system requirements, policies and process flows and participating in User Acceptance Testing (UAT) prior to system implementation.
- Oversee reporting and HR data administration in SuccessFactors
- Oversee the annual employee declaration exercise on Code of Conduct & other group-level policies
- Provide secretarial support, including notetaking or Group-level HR meetings
- Assist in the logistics planning of Group's events from time to time
- Contribute to HR initiatives and projects as assigned
- Budgeting & Reporting:
- Work with Group Rewards on yearly budgeting exercise in the areas of data and shared service cost
- Manage monthly manpower forecasts and work closely with internal departments on cross-charging of manpower cost
- Support HR compliance, including audits, regulatory reporting, and governance frameworks
- Communications and Development:
- Organise reporting and communication required to support internal and external audit
- Drive change management and communications for People Services initiatives.
- Mentor and develop team members, creating opportunities for professional growth.
Requirements:
- At least a bachelor's degree or Post Graduate Diploma, preferably with specialisation in Human Resource Management
- IHRP certification is preferred
- Minimum 6 years of HR Services/Operations or HR generalist experience with an interest in managing HR operations and process review
- Familiarity with global HCMS systems
- Sound knowledge of local employment laws and related regulations
- Good analytical thinking and communication skills both written and verbal
- Strong analytical and MS Excel
- Experience with HRIS systems like SAP Success Factors, Oracle or Workday with exposure to SuccessFactors Performance Management and Compensation modules would be advantageous
- In-depth understanding of current labour laws and regulations.
- Exceptional attention to detail and ability to manage sensitive data with confidentiality
- Possess strong communication, stakeholder engagement, and project management skills
