About the Role

This role combines strategic planning responsibilities with operational excellence, leading the development of learning frameworks, managing strategic initiatives, and ensuring effective delivery of capability development programmes that enable WH staff to excel in their roles and drive organisational transformation.

Responsibilities

Specific Strategic Implementation & Operational Excellence

  • Translate organisational strategic priorities and learning objectives into comprehensive programme portfolios and implementation plans, ensuring optimal capability development at all levels.
  • Design and develop strategic learning interventions that address critical organisational capabilities and support transformation goals.
  • Lead strategic reviews of programme effectiveness and implement continuous improvement initiatives to enhance strategic organisational outcomes.
  • Develop evidence-based strategic recommendations for capability development investments and resource allocation, ensuring that learning investments are aligned with strategic development needs.
  • Manage allocated learning budgets strategically, ensuring optimal resource allocation and demonstrable return on investment.
  • Lead cross-functional strategic initiatives within P&OD that integrate learning solutions with operational processes and organisational change management.

Learning Needs Analysis (LNA)

  • Support the People Development team to plan and implement a comprehensive organisation-wide LNA exercise. This includes, but is not limited to:
  • Engaging senior leadership as well as internal stakeholders to identify organisational, departmental, and individual learning priorities and development needs.
  • Using data-gathering tools to analyse learning needs and trends and prioritise learning interventions in alignment with strategic priorities and business objectives.
  • Working with the Finance team to determine budget requirements to support organisational learning needs and initiatives, ensuring optimisation of resources and cost-effective delivery of learning initiatives.
  • Devising effective communication plans across all levels of the organisation.
  • Cascading the approved learning needs gathered to department and individual learning plans.
  • Managing the LNA exercise end-to-end and ensuring the timely delivery of project milestones.
  • Create detailed strategic implementation plans that align learning initiatives with organisational strategic objectives and transformation timelines.

Stakeholder Engagement & Strategic Partnerships

  • Lead the evaluation and development of strategic partnerships with external learning partners and providers, academic institutions, and industry bodies.
  • Negotiate strategic agreements and manage key vendor relationships to support long-term learning objectives.

General

  • Coordinate and support related projects under the department's responsibility and undertake its related work working with internal and external stakeholders.
  • Work hand-in-hand with the P&OD team to contribute to cross-team projects or organisation-wide projects.

Qualifications

Degree in Human Resources, Business Administration, or a related field with a minimum of 6 - 8 years of progressive experience in learning and development, with at least 1 - 3 years in strategic planning and management roles, preferably within a healthcare or learning environment

Required Skills

  • Deep expertise in developing and maintaining systems and processes in driving operational excellence
