Job Description

JOB PURPOSE

This role is responsible for managing the full spectrum of Human Resources and administrative functions, including talent acquisition, performance management, employee relations, compensation and benefits administration, staff welfare, and HR operations.

Reporting to the HR Director, the incumbent serves as a key HR partner to management, ensuring effective implementation of HR policies, procedures, and people programs that support business objectives while fostering a high-performance culture and positive employee experience.

PRINCIPAL ACCOUNTABILITIES

  • Oversee end-to-end HR operations across the employee lifecycle, including recruitment, onboarding, performance management, development, and separation.
  • Partner with managers to drive effective performance management processes, including goal setting, reviews, performance improvement plans, and talent discussions.
  • Provide HR advisory support on people-related matters such as performance issues, employee relations, disciplinary matters, and policy interpretation.
  • Ensure effective implementation of HR policies, procedures, and initiatives in alignment with organizational objectives and regulatory requirements.
  • Manage compensation and benefits administration, including insurance, leave, and staff welfare programs.
  • Collaborate with regional HR teams and local management to ensure consistent HR practices and high service standards.
  • Maintain accurate HR records and systems to support reporting, compliance, and decision-making.

KEY RESPONSIBILITIES

HR Operations & Employee Lifecycle

  • Manage day-to-day HR and administrative activities across the full employee lifecycle.
  • Support manpower planning, recruitment coordination, onboarding, transfers, promotions, and separations.
  • Ensure compliance with company policies, procedures, and employment regulations.

Performance Management & Talent Support

  • Coordinate and administer performance management processes, including annual and mid-year reviews.
  • Support managers in goal setting, performance evaluation, and feedback discussions.
  • Provide guidance on performance issues, improvement plans, and disciplinary actions.
  • Identify performance trends and escalate risks to HR leadership when necessary.
  • Support talent reviews and succession planning activities where applicable.

Employee Relations & Advisory

  • Serve as a trusted advisor to managers on employee matters, including performance, conduct, and workplace concerns.
  • Handle employee feedback, grievances, and counseling in a professional and confidential manner.
  • Support conflict resolution and promote a positive workplace culture.

Compensation, Benefits & Welfare

  • Administer compensation and benefits programs, including insurance, leave management, and staff welfare initiatives.
  • Liaise with relevant teams to ensure salary structures remain aligned with market practices and internal policies.
  • Maintain accurate records of benefits and entitlements.

Policy Implementation & Compliance

  • Ensure adherence to HR policies, guidelines, and statutory requirements.
  • Review and update HR policies in response to legislative changes and organizational needs.
  • Monitor developments in employment law and communicate implications to management.

HR Systems & Data Management

  • Maintain accurate and up-to-date HR data, records, and documentation.
  • Support HR reporting and analytics as required.
  • Ensure confidentiality and integrity of employee information.

Stakeholder & Employee Support

  • Liaise with local management and regional HR teams on HR and administrative matters.
  • Support enquiries on employee services when required.
  • Coordinate with external vendors and service providers as necessary.

QUALIFICATIONS & EXPERIENCE

  • Degree or Diploma in Human Resources, Business Administration, or a related discipline
  • Minimum 10 years of relevant HR experience with exposure to the full spectrum of HR functions
  • Strong knowledge of employment legislation and HR best practices
  • Proven experience managing performance management processes and employee relations matters
  • Experience in multinational or regional environments is an advantage
