Job Description

This position supports both Campus Redevelopment and Biomedical Engineering (BME) Operations within NUHS. The incumbent will initially focus on campus redevelopment projects by working closely with Campus Planning Teams, consultants, medical planners and end users to develop equipment strategies, prepare technical specifications, support procurement activities and coordinate the implementation of medical equipment, and furniture for new healthcare facilities.

As project requirements evolve, the incumbent may be assigned or redeployed across campus redevelopment projects, Group Biomedical Engineering functions and/or institution-based operations teams according to organisational needs and project priorities.

In these roles, the incumbent will support healthcare technology management activities, including equipment maintenance, lifecycle planning, regulatory compliance, incident management and operational excellence initiatives. The successful candidate should possess the versatility and adaptability to contribute effectively across both project development and operational environments.

Key Responsibilities

Campus Planning, Medical Equipment & Redevelopment

  • Manage and support planning and procurement of medical, non-medical equipment, and furniture (where required) for campus redevelopment and healthcare infrastructure projects
  • Monitor project budgets, equipment schedules and project milestones to ensure timely and cost-effective delivery
  • Partner with user departments, medical planners, architects, consultants and project stakeholders to develop equipment strategies, technical specifications and budget requirements
  • Lead and facilitate recurring user workgroups, coordinating discussions, setting goals and targets, timelines, decisions and project deliverables
  • Review tender submissions and provide recommendations based on technical, functional and operational compliance requirements for medical equipment, non-medical equipment and furniture
  • Support tender evaluation committees in the assessment and selection of equipment, services and solutions in accordance with organizational procurement policies
  • Provide technical advice and recommendations to end users, project stakeholders and management on matters relating to medical equipment, non-medical equipment, furniture, healthcare technology and associated operational considerations.
  • Coordinate equipment planning, installation, commissioning and project transition activities for new facilities
  • Keep abreast of healthcare planning topics and issues, so as to lead the hospital development in the desired direction
  • Support the rest of the campus planning team where required

Biomedical Engineering Operations & Healthcare Technology Management


  • Support the lifecycle management of medical equipment, including planning, acquisition, commissioning, maintenance and replacement
  • Develop, implement and monitor preventive maintenance and corrective maintenance programmes to ensure equipment reliability and availability
  • Formulate, review and improve maintenance protocols, work processes and operational procedures
  • Conduct investigations into medical equipment incidents and prepare technical reports and recommendations
  • Assess equipment replacement and condemnation requests, providing recommendations based on technical, clinical and financial considerations
  • Monitor service provider performance and ensure compliance with contractual, regulatory and operational requirements
  • Monitor and drive operational performance to achieve departmental Key Performance Indicators (KPIs), service standards, regulatory requirements, accreditation, cybersecurity, and organisational objectives.
  • Liaise with and manage external service providers and contractors to ensure contractual obligations, service standards and tender commitments are met
  • Mentor junior engineers and contribute to departmental capability development and continuous improvement initiatives
  • Collaborate with engineers and multidisciplinary teams across institutions to achieve departmental and organizational objectives
  • Perform other duties as assigned

Qualification Required And Area Of Discipline


  • Diploma or Degree in Biomedical Engineering, Electronics Engineering, Electrical Engineering or a related Engineering discipline
  • At least 5 years of relevant experience in healthcare technology management, biomedical engineering operations, medical equipment planning, or healthcare infrastructure projects
  • Experience in healthcare facility development, medical equipment planning, procurement or redevelopment projects will be an advantage

Technical Competencies

  • Knowledge of medical equipment lifecycle management and maintenance practices
  • Understanding of healthcare technology planning, procurement and commissioning processes
  • Familiarity with healthcare regulations, accreditation standards and safety requirements
  • Basic understanding of cybersecurity principles and healthcare IT/network environments will be advantageous
