About The Role
We are seeking an experienced Regional HR Business Partner (HRBP) to partner business leaders across Singapore and the Philippines in driving a disciplined, performance-led people agenda.
This role is accountable for organizational effectiveness, manpower governance, performance management, reward strategy, and HRBP scope across the employee lifecycle. The HRBP will translate commercial priorities into structured workforce plans supported by data, strong judgment, and rigorous execution. While Talent Acquisition delivery is managed by TA specialists, this role oversees hiring progress to ensure workforce plans are executed on time and aligned with business priorities.
The role will report to the Head of HR for Advance AI; primarily support Singapore and the Philippines, while coordinating closely with HR and business stakeholders in Indonesia and China to ensure regional alignment and consistency.
Key Responsibilities
- Strategic HR Business Partnering (Singapore & Philippines Focus)
- Act as the primary HR advisor to assigned business units across Singapore and the Philippines, aligning people strategy with business goals and operating rhythm.
- Partner senior leaders on manpower planning, headcount governance, organization design, and role clarity to drive productivity and scalable growth.
- Oversee hiring progress against approved manpower plans; monitor pipeline health, time-to-fill, hiring quality, and budget alignment in supervising TA specialist to ensure timely and disciplined workforce delivery.
- Provide structured, data-backed counsel on team health, leadership effectiveness, and talent decisions.
- Coordinate with HR and business stakeholders in Indonesia and China to ensure alignment on regional practices, talent movements, and governance standards
- Performance Management & Organizational Effectiveness
- Drive disciplined performance management processes: goal setting, KPI alignment, review cycles, calibration, performance differentiation, and development planning.
- Coach managers on accountability, feedback delivery, and performance improvement interventions.
- Support succession planning and talent mapping to strengthen bench strength and critical role coverage.
- Use workforce data and performance metrics to identify capability gaps, attrition risks, and intervention priorities.
- Reward, Compensation & Manpower Governance
- Partner leaders on compensation planning, salary benchmarking, incentive frameworks, and pay-for-performance alignment.
- Support annual compensation review cycles, ensuring internal equity, external competitiveness, and sustainable cost management.
- Monitor manpower budgets, headcount utilization, and workforce productivity.
- Provide analytical insights on manpower trends, cost ratios, and workforce efficiency.
- Ensure compensation decisions comply with policy and local employment standards.
Requirements
- 810 years of progressive HR experience, with at least 35 years in a true HR Business Partner capacity.
- Strong experience in Compensation & Benefits is preferred, including salary benchmarking, incentive structures, and reward cycles.
- Proven exposure to performance management frameworks and workforce/manpower planning.
- Solid knowledge of Singapore employment legislation; familiarity with Philippines labor practices is advantageous.
- Demonstrated ability to partner business stakeholders and provide relevant suggestions.
- Strong analytical capability with the ability to translate workforce data into structured business recommendations.
- Quick learner with strong logical reasoning and commercial acumen.
