What You Will Own
Singapore — HR Operations & Employment Compliance
- Own end-to-end Employment Pass (EP) and work pass administration, including applications, renewals, cancellations and compliance with MOM regulations.
- Serve as the primary HR contact for all Singapore employment matters, including onboarding, probation, policy implementation and employee lifecycle management.
- Build and continuously improve HR policies, SOPs and employee documentation to support a fast-growing regional business.
- Partner with business leaders on workforce planning, hiring strategy and people operations.
Hong Kong — EOR & Employment Management
- Act as the primary HR owner for WhiteFiber's Hong Kong Employer of Record (EOR) relationship.
- Manage onboarding, offboarding, payroll coordination, statutory benefits and employment compliance through the EOR partner.
- Drive process improvements and support future transition from EOR to direct employment when appropriate.
China — Contractor & Cross-border Workforce Management
- Manage contractor lifecycle across Mainland China, including onboarding, contracts, invoicing and offboarding.
- Partner with Legal and Finance to ensure compliant contractor structures and minimize employment and permanent establishment risks.
- Monitor changes in PRC labour regulations and recommend practical HR solutions.
Regional HR Operations
- Build scalable HR frameworks, policies and processes for a growing Asia business across Singapore, Hong Kong and Mainland China.
- Support recruitment, onboarding, performance management and employee engagement initiatives.
- Drive HR operational excellence through process improvement, automation and digital HR tools where appropriate.
What You Need
Non-Negotiable
- Singapore Citizen or Permanent Resident.
- Bachelor's degree or above.
- Minimum 7 years of progressive HR experience, with at least 3 years operating as an independent HR Manager, Regional HR or equivalent.
- Hands-on experience supporting Singapore operations, with practical exposure to Hong Kong employment (EOR/payroll) and China contractor management.
- Proven experience partnering directly with business leaders rather than operating purely as an HR support function.
- Business fluent English and Mandarin.
Strong Preference
HR Builder Mindset
- Demonstrated experience building HR frameworks, policies and HR operations from 0 to 1, rather than inheriting mature processes.
- Comfortable operating as a standalone HR function in a fast-growing business.
China Headquarters Experience
- Experience working for a Chinese-headquartered company with Singapore operations, supporting cross-border teams across Singapore, Hong Kong and Mainland China.
Quantifiable Achievements
- Able to demonstrate measurable HR outcomes, such as:
- recruitment delivery,
- HR process optimisation,
- compliance improvements,
- employee engagement,
- cost optimisation,
- HR digitalisation initiatives.
Cross-border HR
- Experience managing:
- Singapore MOM work passes
- Hong Kong EOR vendors

Startup / High-growth Environment
- Experience supporting a startup, scale-up or rapidly growing regional business with evolving HR infrastructure.
Nice to Have
- Experience implementing HRIS, workflow automation or AI-enabled HR processes.
- Experience supporting technology, infrastructure, data centre, cloud or engineering organisations.
- Exposure to equity administration (Options / RSUs / ESOP).
- PMP or HR certifications (IHRP, SHRM, CIPD) are a plus.
