Job Description

Key Responsibilities

1. Cost Management & Estimation

  • Prepare cost estimates, budgets, and tender submissions for construction projects.

  • Conduct quantity take-offs, measurements, and cost breakdowns from drawings and specifications.

  • Prepare and evaluate Bill of Quantities (BOQ) and cost schedules according to SMM (Singapore Standard Method of Measurement).

2. Contract Administration

  • Prepare and review contracts, tender documents, and subcontract agreements.

  • Manage contractual claims, variations, and change orders.

  • Ensure compliance with Singapore building regulations, BCA requirements, and contractual obligations.

3. Procurement

  • Source and evaluate material prices, supplier quotations, and subcontractor bids.

  • Prepare procurement schedules and assist in negotiation to achieve cost savings.

4. Project Cost Control

  • Track project expenditure and monitor cost vs. budget throughout the project life cycle.

  • Prepare interim valuations, progress claims, and final accounts.

  • Identify potential cost impacts and provide cost control strategies to the project team.

5. Site Support & Coordination

  • Conduct site visits to verify progress and measurements.

  • Coordinate with project managers, engineers, consultants, and clients.

  • Provide cost advice and updates during project meetings.

6. Reporting

  • Prepare monthly cost reports, cash flow forecasts, and cost summaries.

  • Update management on budget status, risks, and financial performance.

Requirements

  • Diploma or Degree in Quantity Surveying, Building, Construction Management, or equivalent.

  • Knowledge of Singapore construction industry standards, BCA regulations & SMM.

  • Proficient in AutoCAD, MS Office, and QS measurement software.

  • Strong analytical, negotiation, and communication skills.

  • Experience in building, civil, M&E, or infrastructure projects is an advantage.
