Review and analyse tender documents, including drawings, specifications, Bills of Quantities (BOQ), and contract conditions to understand project scope and requirements.
Prepare preliminary cost estimates and detailed cost breakdowns in line with project and contractual requirements.
Source, evaluate, and analyse quotations from suppliers and subcontractors to ensure cost accuracy, competitiveness, and technical compliance.
Identify potential cost risks and propose value engineering and cost optimization solutions.
Liaise with Engineering, Procurement, and Management to obtain technical inputs, clarify scope, and align cost assumptions.
Attend tender clarification meetings and site visits as required to validate quantities, methods, and site conditions.
Prepare, compile, and submit tender documentation, including BOQs, pricing schedules, and supporting information, ensuring compliance with client and contractual requirements and submission deadlines.
Communicate with management, contractors, and subcontractors regarding revisions, clarifications, and adjustments to cost estimates.
Provide project support, including assistance with installation surveys and coordination activities during project execution.
Perform any other duties as assigned by the HOD.
Requirements:
Diploma or Degree in Quantity Surveying, Engineering, or a related technical field, or equivalent relevant experience.
Minimum 3-5 years of relevant experience in tendering, cost estimation, or pre-contract quantity surveying.
Experience in handling large-scale tenders.
Familiarity with semiconductor ecosystem and local construction cost trends and material prices in Singapore.
Knowledge in BIM-based take-off and digital estimation tools.
Proficient in quantity take-off software and Microsoft Excel.
Good communication and coordination skills.
Detail-oriented with ability to work under tight deadlines.
