ROLE PURPOSE

The Project Engineer will support the Project Manager and wider project team in delivering large-scale Waste-to-Energy and related infrastructure consultancy assignments in Singapore and the wider region. Acting as an assistant project manager on a day-to-day basis, the role combines hands-on project coordination with technical engineering support across project development, design, procurement, construction and commissioning stages.

The role combines

(1) day-to-day project management support, including schedule, budget, risk, quality, reporting, document control and action tracking, with

(2) technical coordination and engineering support, including coordinating inputs from a multi-disciplinary team, reviewing project information, contributing to technical deliverables and helping resolve interfaces and delivery issues.

The successful candidate will work under the direction of an experienced Project Manager while progressively taking ownership of defined workstreams and developing towards an independent project management role.

KEY RESPONSIBILITIES

A) Project Management and Delivery Support

  • Assist the Project Manager with day-to-day delivery of assigned projects, including scope, schedule, budget, risk, quality, reporting and governance.
  • Maintain project schedules, deliverable registers, action logs, risk registers, resource forecasts and other project controls, and proactively follow up with responsible team members.
  • Coordinate internal discipline leads, global specialists, sub-consultants and project partners to obtain inputs and support timely delivery.
  • Support scope and change management by maintaining records of instructions, assumptions, variations and their potential schedule or cost impacts.
  • Prepare agendas, presentation materials and meeting packs attend and support client, contractor and internal meetings record decisions and drive action close-out.
  • Draft progress reports, status updates, project correspondence and decision papers for review by the Project Manager.
  • Maintain well-organised project records and support compliance with Ramboll quality management, HSEQ and professional requirements.
  • Identify emerging delivery issues early, investigate the facts and present practical options to the Project Manager.

B) Technical and Design Coordination

  • Coordinate multi-disciplinary engineering inputs and help ensure deliverables are complete, consistent and issued on time.
  • Develop a clear understanding of the contracted scope, project requirements, deliverables and responsibilities for each discipline and project phase.
  • Maintain deliverable and interface registers, follow up missing information and support resolution of cross-discipline coordination issues.
  • Support planning and coordination of design reviews, interdisciplinary meetings, workshops and technical assurance activities.
  • Review engineering documents, drawings, calculations and contractor submissions within the candidate's competence, and coordinate specialist comments.
  • Track technical queries, review comments, decisions and design changes through to closure.
  • Contribute to technical reports, specifications, presentations, evaluations and other client deliverables.
  • Apply engineering judgement to identify inconsistencies, risks and information gaps, escalating matters outside the candidate's authority or competence.

C) Technical Advisory, Owner's Engineer and Procurement Support

  • Support preparation of project development studies, design bases, employer's requirements, technical specifications and tender documents.
  • Assist with EPC procurement activities, including tender queries, bid compliance reviews, technical evaluations and clarification tracking.
  • Support design review workflows during implementation by coordinating submissions, review comments, responses and formal close-out.
  • Participate in site visits, inspections, factory acceptance tests and construction or commissioning activities where required, and prepare clear records of observations and actions.

D) CLIENT & STAKEHOLDER MANAGEMENT

  • Serve as a responsive day-to-day coordination contact for clients and project participants under the guidance of the Project Manager.
  • Communicate clearly with internal discipline leads, global specialists, vendors, contractors, sub-consultants and partners.
  • Build trusted working relationships through reliable follow-up, accurate information and professional judgement.
  • Escalate significant technical, commercial, programme or quality issues promptly to the Project Manager.

Qualifications

ABOUT YOU (MINIMUM REQUIREMENTS)

  • Degree in Process, Chemical, Mechanical, Environmental, Civil, Electrical Engineering or another relevant engineering discipline.
  • Two to five years of relevant professional experience in engineering consultancy, project delivery, design, construction or commissioning.
  • Prior experience or practical knowledge of Waste-to-Energy, thermal treatment, power, industrial plants or large infrastructure projects is essential.
  • Demonstrated project coordination capability, including schedule and deliverable tracking, meeting support, action follow-up and preparation of clear reports or presentations.
  • Sound technical foundation and willingness to engage directly with engineering documents, drawings, specifications and project data.
  • Strong organisational skills, attention to detail and ability to manage multiple priorities in a fast-paced, multi-disciplinary environment.
  • Clear written and verbal communication skills, with confidence working across cultures and technical disciplines.
  • Proactive, dependable and comfortable taking ownership while knowing when to seek guidance or escalate issues.
  • Able to work in Singapore and willing to travel for project meetings, site visits, inspections and commissioning activities as required.

DESIRABLE

  • Experience in Waste-to-Energy, thermal treatment, integrated waste management, biomass, power generation or other complex process facilities.
  • Exposure to Owner's Engineer, technical advisory, engineering design consultancy or EPC interface assignments.
  • Experience with project controls, document management, design review, procurement, construction monitoring or commissioning.
  • Working knowledge of project management software and structured project delivery methods.
  • Progress towards professional engineering registration or project management certification.
  • Experience working in Singapore or Southeast Asian project environments.

Additional information

EMPLOYMENT PLACE
The primary employment place will be either at the Ramboll Singapore office, at a Project office or on a client site. Flexible working arrangements, including working from home, are available by mutual agreement however the expectation is that this position will have a high degree of team and client interfacing that should be done in person where feasible.
