Job title: Project Construction Engineer (MEP)
Job Location: Tuas, Singapore
Responsibilities:
Design & Coordination
- Oversee the design, review, and coordination of Mechanical, Electrical & Piping (MEP) systems such as Process/Utilities Piping & Equipment, HVAC, electrical distribution work, fire protection, plumbing, BMS, etc. to meet pharmaceutical regulatory standards at our greenfield construction site.
- Familiar with pharmaceutical process equipment such as filter dryer, centrifuge, glass lined reactors, pumps, temperature control units etc.
Project Management
- Manage MEP components of facility expansion or upgrade projects from concept to completion.
- Supervise contractors, review method statements and ensure safe execution at site.
- Prepare BQ, FI, supervise/oversee hookup and installation.
- Track project progress, cost control, and ensure adherence to committed schedules.
Commissioning & Qualification
- Participate in FAT/SAT, commissioning, and qualification (IQ/OQ) of MEP systems
- Work closely with validation, QA, and EHS teams to meet compliance requirements.
Installation
- Oversee installation of equipment, piping and instrument to ensure compliance with Quality and Safety to prevent reworks, damage to property.
- Perform P&ID field walk-downs and inspections to review work for conformance with design requirements, applicable codes/standards and project procedures.
- Ensure isometric, spool, and other piping drawings meet construction and field requirements.
- Maintain communication between design and construction teams for design compliance.
- Troubleshoot and resolve system issues in a timely and GMP-compliant manner.
Quality Assurance
- Conduct on-site quality checks to ensure pipe construction meets all required specifications.
- Prepare and maintain as-built drawings, O&M manuals, risk assessments, and MEP system SOPs.
- Ensure full compliance with STA standards, local regulations and international GMP requirements.
Qualifications / Job requirements:
- Bachelor's Degree in Process Engineering, Mechanical Engineering, Electrical and Electronic Engineering with more than 8 years of relevant work experience in Project Construction preferably in Pharmaceutical, Petrochemical with cleanroom environment.
- Ideally, individual with greenfield or brownfield experiences and prepared to work long hours outdoor to carry out onsite supervision.
- Must be a self-starter and be able to work with minimal supervision, make sound decisions, take independent action and provide focused solutions to assigned package.
- Possess strong inter-personal and communication skills and be able to work well with people at all levels in the organization.
- Always work towards Right First Time mindset to prevent rework or property damage that can jeopardize project cost or schedule.
- Have good knowledge in local code, regulatory requirement as well as Engineering standards such as ASME, ASTM, ANSI, BS EN, API, classification society regulations and have experiences in local good construction practices in MEP.
- Be proficient in operating Office software, Microsoft Project and have the ability to review construction technical plans, technical drawings in CAD(.dwg), 3D model review in Navisworks/Revit for clash conflict resolution and preparation of BQ.
- Have good organizational management, communication and coordination skills, and have a strong team spirit.
- Good problem-solving skills and be able to guide and supervise the work of subordinates. Responsible for assignment, assessment and motivation of subordinate employees
- Be able to lead by example and have a strong sense of responsibility and can withstand strong work pressure with given timeline
- Have the ability to read and write in English and be able to communicate in English fluently. Proficiency in Mandarin will have an added advantage when liaising with stakeholders from China and overseas
