Key Responsibilities:
Product Strategy & Vision
- Define and execute the comprehensive product strategy and roadmap for the OTEP platform
- Drive product vision alignment with clients transformation goals and workforce planning objectives
- Establish product governance frameworks and development best practices for the talent engagement ecosystem
- Consider and assess policy implications of new system implementations and recommend adaptive approaches to ensure seamless integration across agencies
Platform Development & Integration
- Oversee the architecture and integration of OTEP with existing HR systems across multiple government agencies
- Lead the development of competency-based recommendation engines powered by ML/AI technologies
- Drive system integration challenges across government platforms to create a unified talent management experience
- Drive the adoption of agile methodologies and best practices in product development
- Interpret and translate policy requirements into technical specifications, including data classification schemes and access controls for sensitive officer information
Stakeholder Management & Leadership
- Collaborate with key stakeholders across agencies to ensure platform strategy supports overall clients objectives
- Lead cross-functional teams in an agile, user-centred development environment with rapid iteration cycles
- Establish and monitor key performance indicators (KPIs) including competency growth, officer mobility, and data-driven insights
- Manage technology product development while navigating complex policy environments and regulatory requirements.
- Communicate technical concepts to non-technical stakeholders.
What we are looking for:
- 8-10 years of experience in a Product Management role
- Mastery of core product management fundamentals from discovery to delivery.
- Strong technical understanding, particularly around system integration and data workflows in complex IT environments.
- Sharp product sense with the ability to simplify complexity, make trade-offs, and prioritize effectively under constraints.
- Excellent stakeholder management skills, with the ability to align diverse groups and communicate clearly with senior leadership, agencies, and vendors.
- Experience contributing to at least two shipped products, preferably in complex or high-impact domains. Prior experience in scale-up environments (e.g., Grab, Lazada, Shopee) or similar fast-growing tech companies is strongly preferred.
