As the Procurement Manager, you will be responsible for developing and executing procurement strategies for FPSO projects, ensuring timely and cost-effective acquisition of materials, equipment, and services. Reporting to the Senior Procurement Manager, you will lead supplier engagement, contract negotiations, and procurement planning, while driving supply chain efficiency and compliance with project and regulatory requirements.
Key Responsibilities
Procurement Strategy & Planning
- Develop and implement project-specific procurement strategies aligned with overall project goals, timelines, and budgets.
- Collaborate with engineering, construction, and project management teams to define procurement scopes and schedules.
- Prepare and maintain the Procurement Plan and Procurement Status Reports provide regular updates to the Senior Procurement Manager.
Supplier Management
- Lead the sourcing, pre-qualification, and selection of suppliers and subcontractors for critical and high-value equipment and services.
- Negotiate commercial terms, pricing, and delivery schedules to optimize cost and performance.
- Monitor supplier performance, manage relationships, and resolve disputes or non-conformities.
Tendering & Contracting
- Prepare and issue RFQs, tenders, and conduct bid evaluations.
- Administer contracts in compliance with legal, HSE, and project-specific requirements.
- Ensure timely procurement and delivery of materials and services in line with project milestones.
Team Leadership
- Supervise and mentor procurement team members, promoting collaboration and continuous improvement.
- Organize and lead procurement-related meetings and reviews.
Process Improvement
- Identify inefficiencies in the supply chain and recommend rationalization strategies to enhance procurement effectiveness and cost control.
Requirements
- Bachelor's Degree in Supply Chain Management, Business, Engineering, or related field
- Minimum 10 years in supply chain or procurement roles in the oil & gas or FPSO sector
- Thorough knowledge of characteristics and technical requirements specific to offshore oil and gas platforms in Qatar is a MUST
- Familiar with Qatar's project approval and review protocols
- Strong knowledge of procurement processes, local/international regulations, and industry standards
- Proven experience in procuring complex and high-value equipment and materials.
- Proficiency in Microsoft Office Suite and Adobe Acrobat
- Familiarity with modern office equipment and procurement systems
- Experience working on large-scale offshore or FPSO projects
- Certification in procurement or supply chain (e.g., CIPS, CPSM) is a plus
- Must be willing to travel overseas for extended periods.
