JOB SUMMARY
Reporting to the Head of Public Policy, this role supports the teams mission by delivering rigorous, data-driven insights that shape reform proposals and strengthen their credibility. The role combines economic analysis, monitoring framework design, and visual storytelling to guide policy decisions and support effective stakeholder engagement. Working closely with colleagues across regulatory, legal, and communications functions, the Policy Research & Data Analysis Lead / Economist ensures that all policy recommendations are grounded in evidence, impact-focused, and actionable within Cambodias institutional context.
JOB RESPONSIBILITIES:
Provide Evidence-Based Policy Support
- Provide timely and high-quality analytical inputs to support policy formulation. This includes cost-benefit estimates, investment potential assessments, global policy comparisons, and brief technical notes or working papers that directly feed into reform proposals
Design and Maintain a Monitoring & Evaluation Framework
- Develop frameworks to track reform progress and impact, including key performance indicators, baseline metrics, and target setting. Outputs may include M&E matrices, logic models, and tracking dashboards used for internal and government-facing reporting.
Provide Visual Communication of Policy Insights
- Produce clear and visually engaging outputs that communicate key data and insights, including charts, dashboards, one-pagers, briefing decks, and infographics. Outputs are used in both internal strategy sessions and external stakeholder engagements.
Provide Cross-Team Analytical Support
- Support the whole public policy team by supplying sector data, validating reform assumptions, preparing quick-turnaround briefs, or reviewing technical drafts. Outputs include Excel models, data summaries, and collaborative policy notes.
JOB REQUIREMENTS:
Education & Certification:
- Bachelors degree required in Economics, Public Policy, Statistics, Development Studies, or a related quantitative discipline.
- Masters degree (e.g. MPP, MSc in Economics, Development Economics, or Applied Statistics) strongly preferred.
- Additional training or certification in impact evaluation, data visualization, or monitoring & evaluation (M&E) is an advantage.
- Demonstrated proficiency in economic research methods and familiarity with international policy benchmarking standards is desirable.
Experiences & Skills:
- 25 years of experience in economic research, policy analysis, M&E, or applied data analysis, ideally within government, a research institute, development agency, or investment-oriented environment.
- Demonstrated ability to deliver evidence-based insights, including benchmarking, cost-benefit analysis, and reform diagnostics.
- Strong quantitative skills, with proficiency in Excel and working knowledge of Stata, R, or Python.
- Experience with data visualization and dashboarding tools such as Power BI, Tableau, Google Data Studio (now Looker Studio), or similar platforms.
- Proven ability to produce compelling charts, dashboards, and infographics that communicate key policy and economic insights to diverse audiences.
- Strong written communication and presentation skills, with attention to clarity, structure, and policy relevance.
- Comfortable working collaboratively across regulatory, legal, and stakeholder engagement functions.
