Responsible to control, monitor and report the project total expenditure including verifying and checking of invoices and claims from subcontractors, suppliers, vendors and service providers to ensure that all project expenditures are captured and properly recorded.
Responsible to estimate overall time & cost to complete the project. Responsible for making the most accurate project budget/duration possible by using a cost/work breakdown structure (CBS/WBS) and cost estimation techniques to visualize the project scope and then assign costs to each project task.
Ensuring all kind of procurements e.g., subcontracting, purchasing of various materials and services for site construction are complying with the project specifications, contractual requirements and cost & time baseline given by the project management team
Choosing the appropriate subcontractors, suppliers and service providers to purchase from, doing extensive industry research, meeting with sales people, comparing their products and prices and reporting to project manager for due decision.
Negotiating agreements to purchase the required products/services, awarding contracts to the subcontractors, suppliers and service providers, and continuing to administer these contracts throughout the relationship.
Managing subcontractor, supplier and service provider performance in terms of quality, cost, delivery, and responsiveness. Periodically reviewing suppliers and launching improvement actions where required. Thinking of ways to eliminate waste and variability in the supply chain.
Requirements:
Minimum 15 years engineering experience/education with Degree in Civil Engineering recognised by the PE Board or qualification acceptable to the Commissioner of Building Control and Masters in Quantity Surveying.
Knowledge in LTA project (incl. MRT/Viaduct) as well as construction market circumstance. Familiar with LTA contract i.e., Public Sector Standard Conditions of Contract (PSSCOC).
Meticulous, analytical with excellent problem-solving skills, proactive, good team player & able to meet tight deadlines. Proven abilities in contract negotiation, administration and variations
Strong communication skills and ability to work effectively in a team. Able to commence work with short notice.
