Seeking a senior commercial leader to head the full cost, procurement, and contract management function for major residential and commercial developments in Singapore.
Key scope
- Lead cost planning, budgeting, tendering, procurement strategy, and contract governance
- Drive value engineering, design-to-budget control, and commercial risk mitigation from feasibility to final accounts
- Oversee post-contract administration including payments, variations, claims, EOT, LD, and dispute resolution
- Establish best practices in tender systems, benchmarking, document control, and audit compliance
- Partner closely with Development, Design, Finance, Legal, and Operations teams
- Lead and mentor QS / contracts teams while managing external consultants, contractors, and vendor performance
Requirements
- Degree in Quantity Surveying, Construction Management, Building, or related field
- 15+ years in cost & contracts / commercial management, with proven developer-side Singapore project experience
- Strong leadership track record across large-scale residential and commercial developments
- Deep expertise in procurement strategy, claims, final accounts, and contract negotiation
- RICS / SISV or equivalent is advantageous
