Key Responsibilities
1. Safety, Licensing & Regulatory Compliance
. Regulatory & Licensing Owner: Own compliance with relevant Singapore authorities and requirements. Lead and coordinate regulatory inspections and maintain all site licenses (fuel retail, shop/retail, food handling, tobacco, where applicable).
. HSSE Leadership (Health, Safety, Security & Environment): Lead monthly HSSE meetings and drive a proactive safety culture through structured hazard scans, near-miss reporting, and incident prevention programs, with the goal of minimizing incidents across operations.
. Inspection Readiness: Keep all stations inspection-ready, ensuring required equipment, documentation, and records are maintained to a high standard.
2. Operational Leadership & Site Evaluation
. Traffic & Forecourt Management: Implement and maintain traffic/queue management controls to prevent road obstruction and ensure smooth flow in line with authority guidelines.
. Inter-Departmental Gatekeeping: Coordinate with other departments (Fuel,Non fuel, Systems) to review operational requirements for new campaigns or initiatives, ensuring station execution is practical and does not create operational overload.
. Station Evaluation & Performance: Conduct periodic site inspections and scoring. Provide objective reports to Management on station health, execution quality, and key bottlenecks, with clear corrective actions.
3. Manpower Optimization & HR Leadership
. Strategic Allocation: Plan and allocate manpower across the 4-station network to meet service needs during peak periods while maintaining efficiency.
. Cost & Roster Management: Monitor and optimize labor costs, ensuring that station rosters align with both budget requirements and the Singapore Progressive Wage Model (PWM).
. Team Development: Manage station workforce processes including recruitment coordination, performance reviews, coaching, and culture building to drive consistent frontline performance.
4. Standardisation & Training Architecture
. SOP Lifecycle Management: Maintain and continuously improve the SOP library (e.g., cash handling, fuel discharge, day-close), ensuring relevance, clarity, and alignment with best practices.
. Training Mastery: Build and execute training plans, develop practical training materials, and maintain training records to ensure every frontline member meets safety and service standards.
. Service Recovery: Lead complaint root-cause analysis and drive corrective/preventive actions, with a target to initiate actions within 48 hours.
5. Asset Integrity & EV Infrastructure Management
. Maintenance & Repair (M&R): Own station asset health. Coordinate repairs and preventive maintenance for dispensers, car wash equipment, and shop facilities manage contractors to minimize downtime.
. EV Infrastructure Oversight: Ensure operational readiness of EV charging points (on-site and off-site). Drive high uptime through site readiness, lot/traffic management, and vendor performance tracking.
Requirements
. Industry Expertise: Minimum 5 years of petrol station operations experience, with strong knowledge of forecourt operations and regulatory practices.
. Driving License: Valid Class 3/3A license is required for frequent travel across our Singapore network.
. Software Proficiency: Proficient in Microsoft Office (Excel, Word, PowerPoint) and able to produce data-driven manpower/cost reports and training materials.
. Language Proficiency: Working proficiency in English Mandarin Chinese proficiency for coordination with Regional HQ and frontline teams (adjust to HR policy if needed).
. Professional Mindset: High integrity, strong ownership, and an objective, standards-driven approach. Able to deliver outcomes on schedule and manage compliance rigorously
